They are concerned that if foreign troops leave the city that fighting will begin again – particularly in the face of recent meetings between Hamid Karzai, the Afghan president, and Gulbuddin Hekmatyar, a notorious warlord who banned playing music in shops, cars and restaurants in areas under his control.
