The emergency declaration was spawned thanks to the release of a report on 'anti-trans violence' that has been two years in the making.

In a report published Tuesday, the group found “anti-trans violence is often compounded by broader structural barriers,” and outlined suggested policy changes on a wider range of issues, including housing, workplace practices, and health care access.
A mayoral working group focused on anti-trans violence released its first report Tuesday, with recommendations for city agencies to create a “long-term strategy” to remove structural barriers for trans people.
The report outlined policy changes on a wide range of issues: housing, inclusive workplace practices, health care access, community organization partnerships and collecting more data, such as metrics on how many trans people the city employs.
Mayor Brandon Johnson created the group in December 2024 to review city policies and training related to hate crimes and violence against trans women of color.
The report hasn’t made its way to city agencies yet, so specific policies are sparse. A June 30 Chicago Health and Human Relations committee meeting will introduce it to City Council.
But Kenneth Gunn, head of the mayor’s Commission on Human Relations, said immediate action can be taken while city agencies discuss how to implement the recommendations. Improving advertisement of existing city services for trans residents is “low hanging fruit.”
My initial impression, judging by the limited information in the Sun-Times column about it, was that it was, first and foremost, another avenue for Johnson grift for his favored constituencies. Oh, hello: 'related to hate crimes and violence against trans women of color.'
Here we go again with the special victim category of color that the mayor is so fond of. Not only do these people check the 'transgender' box, but they are also only of interest if they are 'of color.'
Is this really justifiable by the numbers - is Chicago an honest-to-goodness trans slaughterhouse? And, say - what are those numbers that make made-up femicide an emergency?
Two years ago, at the end of December 2024, when the Bear's little project started (and I'll see if I can find what it cost), these were the stats for 'anti-trans' violence against black women.
...Federal data from 2022 shows transgender people are more than twice as likely as cisgender people to be the targets of violent crime, and nearly two-thirds of all trans people killed by gunfire are Black trans women even though they make up 13% of the trans population.
Okay, that's the federal data - what about Chicago?
...Most law enforcement agencies don’t track transgender homicides; researchers have recorded more than 300 transgender people killed nationwide between 2010 and 2021. The national clearance rate was more than 50%, but police in Chicago cleared only 14%, the Sun-Times found.
At least 14 trans and gender-nonconforming people have been killed in Chicago since 2016, according to a Sun-Times report. They were all Black or Latinx; were all killed in neighborhoods on the South and West sides; and in all but one case, the victims were trans women. Charges were filed in just four of the slayings.
Wait, whut? In ten years, in what are probably some of the worst neighborhoods in Chicago to boot? Google search says, YOICKS:

It's regular folks who are under threat of constant deadly assault, Mayor Johnson.
The city's residents are under siege.

By my count, 15 transgender individuals were killed in Chicago over the last decade. That's 1.5 per year.

During that same period, Chicago averaged about 645 homicides per year. For the rest of the city's population, that works out to roughly 24 homicides per 100,000 non-trans residents per year.
If 14 per 100,000 is a "state of emergency," what do you call 24 per 100,000?
The average Chicagoan who is not transgender faces a higher risk of being murdered than a transgender resident. If you believe the risk faced by transgender residents warrants emergency action, then the far greater number of murder victims across the rest of Chicago deserve at least the same urgency.
You know what else was happening this past weekend, besides Juneteenth and Father's Day?
More death and Chicago-style destruction as forty people were shot, and eight of them died. Fourteen of those with bullets in them were at a single Juneteenth celebration.
Such a nice town.
Bodies and blood everywhere, but it's a by God transfemicide emergency for 'of color' individuals who rate special victim class privileges, and the Bear has to set up all these programs.
