Kaptur: I may vote for McCarthy to get this over with

[Not sure if this really helps McCarthy, but it’s definitely a risk that the holdouts run with their obstructionism. I still think the more obvious play for House Dems is to have sixty or so fail to show for a quorum call and let McCarthy reach a lower majority threshold. — Ed]
