Tulsi Gabbard dropped a bomb on the narrative that the United States was not funding biolabs in Ukraine.
You may recall that Vladimir Putin, among many of the excuses he used to justify his invasion of Ukraine, accused the United States of conducting biowarfare experiments on Ukrainian soil.
As soon as he made this accusation, it became forbidden to ask questions about US funding of biological research laboratories.

In fact, as they always do, the "fact checkers" swooped in to "debunk" all the claims that these labs existed as conspiracy theories. Because, as we know, if Vladimir Putin says something, it must be entirely false.

Now, we actually don't know that Putin's accusations that these labs were conducting biowarfare experiments are actually true, and if the "fact checkers" and the liberals who wanted to "debunk" the accusations had bothered to be honest, they could have acknowledged the funding, but debunked the claim that biological research is the same thing as biowarfare research.
They are not the same thing, although they overlap. The proper, hopefully truthful defense, is that the United States funds biological research all over the world, and our funding of Ukrainian research is no different than our funding elsewhere.

"It's because this gain-of-function research is happening in biolabs around the world. That by the way is still on the US Embassy Ukraine's website today about how the US has funded these biolabs"
Of course, a lot of that funding was unwise, as the Wuhan lab funding exposed. While I doubt that the United States intended to fund a weaponized SARS virus, it almost certainly did so, and did so at a lab where China does biowarfare research. That was incredibly stupid and reckless, but it seems implausible that we would fund US biowarfare research alongside Chinese military biowarfare research.

White House Press Secretary Jen Psaki, March 9, 2022:
- Russia has previously invented such blatant lies. About the alleged existence of a chemical and biological weapons development program in the USA. Or in Ukraine under US control. It is precisely Russia that has such a program. Our goal is to dispel the disinformation that it is trying to spread. And to tell the world that not only does it have this program, but there are also examples of the use of such weapons. And we must remain vigilant about this.
Director of the US National Intelligence Tulsi Gabbard, June 12, 2026:
- Today, I am making public information about the long-term funding by the US government of more than 120 biolaboratories in more than 30 countries. Including in Ukraine, which carries risks in connection with the current war between Russia and Ukraine. Earlier, our intelligence community already warned that dangerous pathogens are likely stored in Ukrainian biolaboratories funded by America. Information about the very existence, history of creation, location and funding of these biolaboratories was deliberately hushed up by very influential people. Who assured that such biolaboratories do not exist in nature. And everyone who said otherwise was called a foreign agent and a traitor to America.
Rather than tell the truth, assuming the funding was benign in intent, the press and the White House went into full propaganda mode and denied everything. Victoria Nuland, ironically, had told at least part of the truth briefly before the coverup went into overdrive, but as with COVID, the government, and especially the Biden administration, had an allergy to the truth.
Director of National Intelligence Tulsi Gabbard released a trove of declassified records detailing U.S. funding of more than 120 biological laboratories across more than 30 countries, arguing the documents validate concerns that were previously dismissed as misinformation. The release comes years after Gabbard drew criticism for raising concerns about U.S.-funded biolabs in Ukraine following Russia's 2022 invasion. Critics accused her of echoing Russian narratives, while supporters argued legitimate questions about the labs' activities and oversight were being unfairly dismissed. The newly released records include ODNI briefing slides detailing the scope of U.S. involvement in Ukraine's laboratory network. One document states that more than 40 laboratories in Ukraine received U.S. funding and housed collections of dangerous bacteria and viruses, some dating back to the Soviet era. The records also show Ukrainian scientists received U.S.-funded training to work with hazardous pathogens and participated in a program focused on handling especially dangerous diseases. The documents list pathogens studied or stored within the laboratory network, including anthrax, tuberculosis, plague, Ebola virus, Marburg virus, MERS and SARS.
So what do we know? Well, the funding stream dates back to the end of the Cold War. After the collapse of the Soviet Union, Russian bioweapons labs were in funding freefall, and Western powers wanted to ensure that the scientists didn't sell viruses or their expertise, or that, through neglect, disasters didn't happen.
So we poured money into both nuclear and biological research in the Soviet Union. Basically as preventative bribes and to exercise some control. Why that funding stream in Ukraine went on for decades, and why Ebola and SARS viruses were in Ukraine, is a serious question. But then again, we are talking about our federal government, run by idiots like Fauci, who do stupid things that kill people.

"In February 2022, during the invasion of Ukraine, this false rumor started trending on Twitter after @WarClandestine posted a thread claiming that a map of Russia's missile attacks lined up with the locations of these biolabs."https://t.co/WUsqfgxh6y
What we don't know is that these biolabs were actually conducting biowarfare experiments. Just because the government lied about the existence of these facilities for political reasons does not mean that the worst possible interpretation is correct, as many assume.
In other words, we don't know what this means beyond the fact that the Biden White House lied, which just means that it was a day ending in "Y."
Another ODNI slide outlines what it describes as a "web of connections" linking Ukrainian laboratories with U.S. government agencies, universities, research organizations and private contractors. The document says U.S. funding supported research on bird flu and other highly infectious viruses in high-security laboratories.
Gabbard said the documents demonstrate that the public was not given a full picture of U.S.-backed biological research programs overseas. Critics, however, maintain the facilities were part of long-running public health and threat-reduction efforts designed to secure dangerous pathogens and prevent biological proliferation rather than operate as biological weapons programs.
We don't know the scale of the lie. We don't know that Putin was right. We don't know a lot about this, which is, in itself, a failure on the part of our government.
Bureaucrats have a bad habit of deciding they know best about everything because they are the experts. "Trust us," they say, despite their being among the least trustworthy people on planet Earth.

So don't trust them, but don't assume that their lies are covering up the worst possible options out there. They could just be covering their bureaucratic asses.
