Well ... what can we say about this, really? Either Biden's too dumb to recognize a stage direction or he's incapacitated to the point where he doesn't know what he's actually saying. YMMV ... but neither of these possibilities are good. 

FWIW, I think it's the second option, given that Biden doesn't react at all to his gaffe.
