SpaceX has a large facility in McGregor already where it builds its engines, so they're no strangers to the Lone Star State. Delaware recently declared that Musk's compensation package violated their corporate regulations, which is why Musk moved the incorporation to Texas.
And he's not shy about how he feels about Delaware, either.
