Is this a refutation? The NYT report last night made clear that the change would not take place until after the South Carolina primary, where everyone expects Nikki Haley to lose by a wide margin to Donald Trump. Trump would then expect to have the ability to choose a new RNC chair. This memo doesn't directly rebut that reporting. But another thing to consider is that the RNC and its state parties might decide that they want to choose the next chair.
