The Democrats rallied behind the legislation to show America they were the party that could get things done now. There was no need to worry about messy details because they had the House, Senate and Presidency. They would fix it on the run.
And when the problems came up they didn’t know what to do. All of the delays came from the administration as the world watched. Sending out the tax rules to the IRS was not considered important enough to get out on time. Corporate Rules were removed at the last minute, The exchanges were never discussed until they failed.
Imagine what the Democrats could have done if they did not waste all these resources on a dead program.
