I think DC has no death penalty and the surrounding states do so there is an incentive to kill your victim in DC rather than VA or MD, just in case you get caught.
But it is clear that after 200 years of occupation by US troops, we have still not managed to get DC under control. It’s time the US pulled out of DC.

MD has a death penalty, but just barely. Our gov is busy trying to do away with it.
In MD, each jurisdiction (county or Baltimore City) has its own policy on charging death. If you commit murder on the “wrong” side of the line between Balto County and Balto City, you’re toast. (On the other hand, you probably won’t have the sentence carried out.)

I Thought it theoretically impossible for D.C. to have that high of a murder rate because handguns are banned there.
Man, I was way off base.
I guess gun laws actually guarantee the rights of the homicidal maniac to kill unarmed people.

Never fear. The rate in Baltimore is going to be higher. And we’ve promoted the mayor of Baltimore to be our governor. We’re incredibly smart here.
