When They Send the Very Best, They're Still the Worst - 'Outstanding Refugee' Fraudster

Another Outstanding Refugee making Minnesota better for all of us. This is a little note from the Minnesota Department of Human Services. 

Today, a DHS spokesperson sent me this statement: 
"Salman Elmi’s alleged actions are disturbing and do not reflect the goal of the Outstanding Refugee Awards. They also do not represent Minnesota’s refugee community. We are surrounded by neighbors, coworkers, employees and friends, with powerful stories of resilience in the face of difficult circumstances, who are showing leadership in small as well as large ways to improve their communities. The Outstanding Refugee Awards were a way to recognize some of the individuals who make Minnesota better for all of us."

Who is this Salman Elmi?

He came from Somalia with his parents and worked hard to achieve his version of the American dream.

So hard, in fact, that the MN DHS gave him an entrepreneurial award for being one of their Outstanding Refugees.

...Archived records and Elmi's personal website show he received honors from the Minnesota Department of Human Services, which named him an "outstanding refugee" and honored him with an Entrepreneurship Award in 2021.

In a profile featured on DHS's website, which has since been removed and is only viewable via the Internet Archive, Elmi says: "I started a business to help inspire other people. No one owns businesses in my family; my entire family came here with the idea that the American dream was just getting a job and making it work, so shifting that mindset was difficult but important. Navigating those treacherous waters allowed me to provide for my family and work on my terms."

Spiffy, huh?

Oh, how pleased and proud he was to receive it. And hardworking Mr. Elmi took the opportunity to take a good swipe at hateful people who talk about refugees 'mooching' off the American taxpayer.

...“The biggest thing I hear all the time is that refugees are mooching off of the economy or being a non-productive member of society when, in reality, immigrants contribute to a big part of the U.S. economy, especially here in Minnesota. We contribute by starting businesses and having that grit and hustle. We’ve always had a chip on our shoulders that inspires us to seek excellence in whatever we want to do.”

He has been accused of simply stealing from them.

 There's a difference. 

Medicaid fraud is hard work, and you don't take over a million dollars by having your hand out and sitting on your couch.

You have to have that certain je nais se quois - that non-mooching 'grit and hustle.'

What we know: 

Salman Ahmed Elmi was charged last week with three counts of aiding and abetting by swindle and five counts of aiding and abetting by false representation.

He made his first court appearance on Monday. Authorities say some of Elmi's co-conspirators at Reva Health in Golden Valley have connections to a sex trafficking ring bust last week.

The backstory:

Elmi is accused of billing Medicaid for more than $1 million in services that were not provided or not eligible. Reva Health provided autism services and adult rehabilitative mental health services.

Elmi and the other co-conspirators are accused of falsifying documents to get Medicaid reimbursements. Prosecutors say other co-conspirators directed staff to pay kickbacks to people to use their information for claims.

Ah, the American Dream - a million dollars.

...He celebrates the idea that this country imports people from all over the world like himself and provides them opportunities they otherwise could never imagine.

He then goes on to be charged with defrauding benefits programs and stealing from taxpayers.

Enough of this.

An opportunity one could never imagine in Somalia, come to life right here.

And if you really hustle, you can employ lots of friends and make them some good money too from American tax dollars. Just tie it all into sex trafficking!

OUTSTANDING REFUGEE!

...Salman Ahmed Elmi, 30, and other co-conspirators allegedly falsified documents at a Golden Valley healthcare facility and its entities between 2024 and 2026, according to Minnesota Attorney General Keith Ellison’s office.

Elmi operated Reva Health in Golden Valley, which purported to provide adult rehabilitative mental health services to Medicaid recipients. In early 2026, the Minnesota Medicaid Fraud Control Unit learned that the owners of the Reva entities were under investigation by the Minnesota Bureau of Criminal Apprehension for sex trafficking. The two organizations teamed together in a joint investigation.

Three of the owners were charged this week in connection with the sex trafficking operation: Former Anoka County Assistant Attorney Andrea Leigh Sampson, 35, of Fridley; Frank Devon Reeves, 57, of Champlin; and Viktoriya Komonash, 30 of Eagan. They remain under investigation for their role in the Medicaid fraud, Ellison’s office said.

...The state Medicaid Fraud Control Unit said Elmi aided and abetted Reva Health and some of its affiliated facilities in Medicaid fraud by falsifying documents to obtain Medicaid reimbursement, instructing employees to pay Medicaid recipients kickbacks in exchange for using their personal information to submit false claims, using ineligible providers for services and falsely claiming that supervised adult rehabilitation mental health services were provided.

Multiple facilities were implicated, and at least two also were used in the sex trafficking ring either as a location for photos or for commercial sex transactions, according to Ellison’s office:

And when those girls weren't, you know, 'working,' well, idle hands make for mischief. So keeping them busy with the Medicaid fraud side of the business just made sense.

OUTSTANDING ENTREPRENEURS

...The complaint alleges that those involved in the sex trafficking scheme used victims to lease locations for sex. In addition, the complaint said Elmi’s co-conspirators began using trafficking victims or their identities to submit fraudulent Medicaid claims in 2024.

The complaint also said that Komonash encouraged two victims to become employees of Reva. One victim said she was paid $100 for every Medicaid recipient’s information she gave Komonash.

Life was so good, it was outstanding.

Elmi was so slick, he even got funding from Shark Tank star Kevin O'Leary. It was an app he developed for restaurants that sort of got the whole entrepreneur ball rolling.

...The charges also state that Elmi used the fact that he was a part owner of Minneapolis-based startup Tavolo to get the loan to start Reva Health.

Tavolo is a notable endeavor on its own because it has received funding from Shark Tank star Kevin O'Leary. A photo on Elmi's website shows him posing for a photo with O'Leary.

Elmi is listed as a founder of Tavolo, which is an AI marketing app for restaurants.

The same agency that gave Elmi all that schweet chai-ching?

Has taken his picture and Outstanding Refugee Award Winner profile offline.

Life can be so cruel sometimes when it turns out people define 'MOOCHER' differently than you did.

I hope he enjoys personally visiting and researching each establishment while hooking all of Mogadishu's fine dining up as the newest location in his app.

Once he gets out of prison here and is deported, I mean.
