The Biden administration is skirting a law that prohibits funds going to terrorist groups. In August it was revealed in State Department documents that officials acknowledged $360M they wanted to send to Palestinians might be used to fund terror. They sent it anyway.
The Washington Free Beacon story, published in August, addressed how the Biden administration skirts the Taylor Force Act. This act stops aid to the Palestinian Authority (PA) until the PA stops paying stipends through the Palestinian Authority Martyr’s Fund to terrorists and families of deceased terrorists. This law was signed by Trump in March 2018. At the time, it was thought that it would cut about a third of U.S. foreign aid payments to the PA. In August 2018, the United States cut more than $200M in direct aid to the PA. And in August 2018, the U.S. stopped giving aid to UNRWA, which was a cut of about $300M.
In February 2019, the US confirmed it stopped all USAID to Palestinians in the West Bank and Gaza, in a step linked to new anti-terrorism legislation. The Anti-Terrorism Clarification Act of 2018 (ATCA, P.L. 115–253), passed by Congress and signed into law by Trump on October 3, 2018, came into force in February 2019, and allows Americans to sue in US courts those receiving US foreign aid over alleged complicity in “acts of war”. The US has stopped providing more than $60m in annual funds for the Palestinian security services at the request of the PA because of a fear of such lawsuits. The stopping of funding for security services has raised some concerns.
As we all know by now, Biden is a small and petty man who is hellbent to stop everything Trump was doing in order to prove he is the not-Trump guy. That is why our country is in the mess it is in now. Trump’s policies were working, whether it was on securing the southern border or stopping terrorism in the world. Putin didn’t attack Ukraine during Trump’s term in office. Hamas didn’t start a war in Israel during Trump’s term, either. Remember, it was Trump who put together, successfully, the Abraham Accords in the Middle East, something that few thought was possible.
Protect the Public’s Trust (PPT), a nonpartisan watchdog group, requested the documents that were the subject of the Washington Free Beacon’s story. A press release from PPT explained.
“We assess there is a high risk Hamas could potentially derive indirect, unintentional benefit from U.S. assistance to Gaza,” read a draft of the request to the Treasury Department that the money be exempt from the Taylor Force Act. “There is less but still some risk U.S. assistance would benefit other designated groups,” State admitted. “Notwithstanding this risk, State believes it is in our national security interest to provide assistance in the West Bank and Gaza to support the foreign policy objectives.” The Taylor Force Act of 2018 is bipartisan legislation that bans giving U.S. funds to Palestinian authorities if they continue to pay the families of imprisoned terrorists, known as “pay to slay.”
The October 7 massacres and information that Hamas began its planning in 2021 – the same year Secretary Blinken’s team requested the funding – has put the spotlight back on the State Department’s decision. Senator Ted Cruz read directly from the documents during a podcast and other policymakers have renewed calls for investigation. The New York Post, Newsweek, Fox News, the Washington Examiner, the Free Beacon, the Daily Caller and many other publications revisited or reported the subject for the first time, with several publishing multiple stories, as well. Citation of the findings precipitated the announcement by senior Biden officials to rethink their proposed unfreezing of $6 billion to Iran, given that country’s likely role in the October attacks.
Blinken and Biden are not rookies here. They knew that the money would end up financing terror activity. They didn’t care enough to simply not do it. The same is true of the $6B in Iranian assets that were unfrozen as a sweetener to a prisoner swap. Iran gave up 5 American-Iranian citizens. The United States gave up 5 Iranians plus releasing $6B. Biden is so desperate to appease Iran that he makes deals like that.
The State Department tried to keep the documents away from the public. Remember when Biden said his would be the most transparent ever? Good times, good times. PPT had to sue to get access to them. PPT originally submitted a FOIA request in May 2021. A lawsuit had to be filed in January 2022.
PPT Director Michael Chamberlain released a statement on how Biden’s skirting of the Taylor Force Act ties in with the Hamas attack on Israel 10 days ago.
“It’s clear the State Department knew it was playing with fire when attempting to skirt the Taylor Force Act and sent money it recognized was likely to find its way into the hands of Hamas,” said Protect the Public’s Trust Director Michael Chamberlain. “Despite State’s stonewalling at multiple stages, PPT was able to obtain the records that exposed this tragic reality. These revelations have helped stoke public outrage that has prompted the Biden administration to exercise renewed caution not only over future funding to Gaza but also the release of $6 billion more into the hands of the Iranian government.”
As with everything else, follow the money. Connect the dots.
America can not tolerate another four years of Joe Biden. He is putting the world in danger, especially the United States.
It is being reported today that the PA will pay nearly $3 million to the families of slain Hamas terrorists who murdered civilians in Gaza border communities on Oct. 7.
Moreover, the Palestinian Authority will find a way to deliver the payments despite the fact that Gaza is at war and that Hamas seeks to overthrow the Ramallah government.
“The PA spends every month half of the [Martyrs Fund] budget for Gaza terrorists. We see it from the budget reports. They call it ‘South Palestine,’” PMW director Itamar Marcus told the Tazpit Press Service.
