Texas trooper fired amid investigation into the horror of Uvalde school shooting

A Texas trooper who was among the first to arrive on the scene of the mass school shooting in Uvalde, Texas in May has been fired. The Texas Department of Public Safety (DPS) fired Sgt. Juan Maldonado, the first trooper to be fired.

On that horrible day in Uvalde, nineteen children and two teachers were murdered and seventeen people were injured at Robb Elementary School by an eighteen-year-old shooter on May 24. Since then grieving families and Uvalde residents have demanded that law enforcement officials who were on the scene of the mass shooting and did not act be held accountable. Seven people are under review by the department’s inspector general due to their actions or inaction during the shooting. Maldonado was under an internal investigation.

According to the report, Maldonado was seen standing outside the school’s north entrance at 11:37 a.m.

Maldonado says, in the video, “We’ve got to get in there” upon seeing Staff Sgt. Eduardo Canales injured, who is with the Uvalde Police Department SWAT team, but didn’t enter the classroom.

Maldonado’s arrival at the school was five minutes before the DPS timeline states that its first officer was at the scene.

He was accused of not following proper protocol for active shooter situations.

The firing of Maldonado is a first baby step into what must be done. It is impossible to watch the video footage of law enforcement on the scene during that horrendous school shooting standing outside the classroom where fourth graders and their teachers were being murdered. There was complete confusion and no one was stepping forward to be the person in charge of law enforcement response. A report released by Texas state lawmakers lays out the brutal truth – “They failed to prioritize saving the lives of innocent victims over their own safety.” They failed to confront the shooter while innocent children and two teachers were shot and dying in that classroom.

A spokesperson for Texas DPS stated, “The department can confirm Sgt. Juan Maldonado was served with termination papers today.”

On September 6 DPS announced that five DPS officers on-site at Robb Elementary School had been referred to the IG. Two more officers were added. The investigation into Maldonado’s actions that day is the first one completed. “We expect more of our troopers,” the official said.

Security camera footage revealed that Maldonado held the door open to the school open and stood idly by when another officer ran out of the building bleeding, begging others to go in. Maldonado was accused of not following active shooter protocol.

Maldonado was a 23-year veteran of the state agency and public information officer for the region. Maldonado did not respond to ABC News for comment.

New DPS protocols have been put in place.

The DPS internal investigation prompted new DPS protocols to be enacted. Now, policy dictates that once an “active shooter” is declared at a school, the situation cannot be treated as anything else by Texas DPS personnel until the shooter or shooters are neutralized. According to the new rules, all DPS personnel are ordered to override any other law enforcement officers who are standing in the way of taking active measures to neutralize a school shooter.

More than 90 law enforcement officers and agents responded to the school shooting yet protocols were not followed. Law enforcement officers take part in drills to prepare for such events yet no one followed what they were taught to do. For more than 70 minutes law enforcement stood outside the school or in a school hallway and did nothing to save the children and teachers in that classroom. It’s hard to wrap your head around the fact that absolutely nothing was handled according to training. The people who were trained and responsible to serve and protect only served and protected themselves that day. There has to be accountability and consequences for their inaction.
