Lord knows the Army for SURE needs to get its head out of its ass over how they've been feeding OR NOT FEEDING their soldiers. 

Irvine could be that guy. The first thing out of his mouth, 'We don't need more money.' Good start.

He's a former Royal Navy cook, so the man knows a military kitchen. That's half the battle. Whatever good he can do is better than what they've had going.
