NEW: Special Counsel Closes Biden Classified-Doc Probe Without Charges -- But...

An independent investigation into classified documents found at the home of President Joe Biden and a think tank office he used has concluded without apparent charges, according to a letter sent to Congress on Wednesday.

The letter from Attorney General Merrick Garland to congressional leaders did not include a copy of Special Counsel Robert Hur’s report, which is being reviewed by a legal privilege team. It provided few details about the investigation but made no mention of charges.

The attorney general said Hur filed his final report Monday and the bulk of it is expected to be made public soon.

This should not be a surprise to anyone, and I don't mean that in a cynical sense. The DoJ has a long-standing doctrine that they cannot indict a sitting president, a point we covered repeatedly during the Robert Mueller "Russiagate" investigation. Hur was never going to indict Biden regardless of whether he broke the law. The real news will be in Hur's report, which will hopefully cover Biden's behavior and the scope of his violations.
