That’s all well and good, said Brendan Buck, a spokesman for the House speaker, John A. Boehner, but “it doesn’t save any money.”

“They conveniently didn’t mention this to reporters in the rollout,” he said, “but all savings are going to be ‘reinvested’ — spent elsewhere.”
