Joe Biden and his horrible regime have little left to lose, and because of that, you should expect a raft of terrible actions solely intended to harm the incoming Trump administration's ability to do what Americans elected him to do.
There's nothing unusual about administrations working hard to set in stone rules and regulations that fit with their ideological preferences, and as often as not, they push through the most politically toxic of them as they walk out the door with a smile on their faces.
It's a good time to do it, after all. People are looking forward, in this case, sighing with relief that our long national nightmare is over. Think of it as the largest Friday evening news dump you could make as President: release the bad news all at once when nobody is paying attention.

But this time, you should expect whoever is running the Biden administration--God knows it isn't Joe Biden--to do as much damage as possible on the way out because there is no way to damage Joe Biden's reputation any more than it already has been.

Biden hasn't had positive approval ratings since the Afghanistan withdrawal, but as he exits the political scene, he no longer has to worry a bit about the political implications of anything he does. Or, should I say, the people who are pulling the strings aren't worried a bit about any backlash--including against Joe Biden's historical legacy. Biden is politically dead, his legacy is already in ruins, and none of them has anything to lose.
In fact, by pushing the leftist agenda, Biden's aides expect to be rewarded for their fealty to the people who really matter.
Biden's pardon of Hunter and the release of the photos of Joe meeting with Hunter's business partners ensures his reputation is completely shredded. Soon, "now it can be told," books will flood the market.

Biden was always a tool of those who really ran the show, and nothing can be done to save his reputation. So why not use him without regard to his future reputation? His reputation is in tatters, will never be revived, and he will shed his mortal coil soon enough. And, most of all, he is barely sentient and largely unaware of what is being done in his name. He may be lucid enough to take orders from his wife to pardon Hunter and may still be aware enough to love poking Donald Trump in the eye, but I doubt that he is paying much attention to matters not near and dear to his heart.
Some of these efforts can be undone quickly by Trump, but I expect that we will learn that many of them will take a massive effort to undo once they are found.
Biden is emptying the Treasury to fund Ukraine. What else is he doing? Nothing good, I expect.
January 20th can't come soon enough.
