The first phase would prioritize health care workers and people considered high-risk.
Phase two will begin access to vaccine for the broader population. To prepare for this phase, the state is broadening its vaccine provider network. Health care providers that currently do not report immunization data to the state will also be included to provide the vaccine to communities.

Once the state has enough vaccine available in the last phase, health officials said the plan is to get everyone vaccinated quickly and free. Parts of the state with low vaccinations will be focused on.
