However, Hamas said it welcomed continuing negotiations in an effort to reach a ceasefire, the withdrawal of the IDF from the Gaza Strip and the exchange of prisoners.

Don't buy it. In fact, the negotiators themselves appear to be taking this without any seriousness. Israel will not relent on control of the Philadelphi corridor, which is what Hamas means by "new conditions." This is just another PR move to get the West excited enough to put more pressure on Israel, except ... no one seems to be falling for that strategy after the murder of the six hostages.
