This seems like not just a conflict of interest but also a back door around Congress' authority to fund agencies. The recent Supreme Court ruling on CFPB funding probably moots that argument now, but federal agencies should only receive funds from congressional appropriations; fines, fees, and royalties should go into the general fund to be allocated by Congress.

Of course, we'd be better off dismantling the technocratic state altogether and force Congress to do all of the legislating and regulating, too. That would make all of these transactions transparent ... which explains why the bureaucratic state resists it.
