Some people wondered how Speaker Mike Johnson could bring the vote up again; this explains why Moore flipped at the last minute. It's pretty common for caucus leaders in both the House and Senate to do this for potential reconsideration. But it also still raises the question as to why Johnson went forward with the vote at all without being sure of passage.
