BREAKING: Boeing Didn't Put Bolts on Alaska Airline Door Plug?

A picture of the Boeing 737 in a factory in Renton, Washington, showed the door panel that malfunctioned had no bolts installed in the door plug.

"Photo documentation obtained from Boeing shows evidence of the left-hand MED plug closed with no retention hardware (bolts) in the three visible locations," the [NTSB] report said, using an acronym to refer to the middle exit door.

However, it was not clear what stage of the plane's manufacturing the aircraft was in when the photo was taken.

Yikes. How did that get past an inspector, if true? Does Boeing do quality control reviews on its work at all?
