Midway through his speech, Biden admittedly went “off script” with a promise spanning 6,200 miles.

“We have plans to build a railroad from the Pacific all the way across the Indian Ocean,” he said. “We have plans to build in — in Angola one of the largest solar plants in the world. I can go on, but I’m not. I’m going off script. I’m going to get in trouble.”

The Indian Ocean, which has a mean depth of -3,741m, stretches from the southern tip of Africa all the way to Australia.

[Sometimes Biden just flubs descriptions but his meaning can be understood. In this case, though, none of it makes sense. He could be proposing to build a rail system from southeast Asia to the Arabian peninsula, I suppose, but why would *we* bother to do that? Biden also could have proposed to build a transcontinental rail system here and meant to say Atlantic rather than Indian, but … we’ve already got one of those. This is indeed off-script, and all the way off in every sense of the word. — Ed]
