[This is a procedural ruling, not a final ruling on the merits. The panel sent the case back to the superior court for normal review without the temporary injunction sought by plaintiffs to prevent the state from enforcing the bans (there are two in place). It’s still a signal that the court doesn’t see a likelihood of the plaintiffs winning on the merits of their challenges. — Ed]
