"[W]ho is in charge right now? Who is in charge right now of the United States budget?"

The most likely outcome from the budget stalling in committee is that the House will pass a short-term continuing resolution to fund the government, and then an omnibus bill at Christmas that will break the budget.

“It’s going to create a storm of controversy,” said Brat, a Tea Party favorite who defeated then-House Majority Leader Eric Cantor in a 2014 GOP primary. Many of the 2014 candidates, who won in a wave election that year, promised constituents that they would cut down Federal spending and balance the budget.

The tactic of waiting until the last minute under the threat of a shutdown to fund the government is a familiar one, as it has been used by Democrats many times in the past. The difference is, now Republicans have majorities in Congress, and Republican leadership has control over the budget.

“No one is communicating with us on the next thing coming up; it’s going to come out of heaven somehow” at the last minute, said Brat.
