In addition, the Public Integrity Unit headed by Lehmberg has long been a target of many Republican lawmakers in the state who view it as biased. The same unit’s work led to the indictment of former House Majority Leader Tom Delay on charges of violating campaign finance law.

Calvin C. Jillson, an expert on Texas politics and the author of “Texas Politics: Governing the Lone Star State,” joked that Perry’s actions don’t seem out of line with the practices of other elected officials in the past.

“Lyndon B. Johnson is rolling over in his grave right now for God’s sake. FDR? All of the hard-knuckled elected officials would be shocked if they were above ground today,” Jillson said.
