Calvin C. Jillson, an expert on Texas politics and the author of “Texas Politics: Governing the Lone Star State,” joked that Perry’s actions don’t seem out of line with the practices of other elected officials in the past.

“Lyndon B. Johnson is rolling over in his grave right now for God’s sake. FDR? All of the hard-knuckled elected officials would be shocked if they were above ground today,” Jillson said.
