This was not quite the final vote, but gives a good picture of the debacle. Don’t forget that the Trade Adjustment Assistance program is a Democrat priority. Yet, more than twice as many Republicans voted for it as Democrats.

Shortly after the vote concluded, Trey Gowdy announced that the House would still move for a vote on TPA. Without the TAA to sweeten the deal, it will probably get less than the 40 Democratic votes TAA got. Almost all of the Republicans would have to back TPA now, and that’s looking less and less likely. Stay tuned.

Update: TPA passes, 219-211:

Interesting. Even with the TPA approval, the bill can’t move forward without all of its provisions winning approval. John Boehner himself moved to reconsider the TAA measure later today, but that wide margin on TAA’s defeat, it’s still looking like Mission Impossible.

Update: A “humiliating defeat,” says the AP:

The House derailed a high-profile White House-backed trade bill on Friday, a humiliating defeat for President Barack Obama inflicted by Democratic Leader Nancy Pelosi and dozens of union-backed lawmakers from his own party.

The 302-126 vote left the legislation in perilous limbo, and came a few hours after Obama journeyed to the Capitol to deliver a last-minute personal plea to fellow Democrats to give him power to negotiate global trade deals that Congress could approve or reject but not change.

Update: A Capitol Hill source said this will have to go one of two ways. The House and Senate could go into conference to strip out TAA, but that leaves progressives with nothing at all — and the conference report would still have to pass floor votes in both the House and Senate. That puts everyone back at risk again.

The alternative is to use Boehner’s motion to reconsider the TAA. If that passes, and the source says a vote would probably not take place until Tuesday, then the House and Senate bills will be identical and Obama could just sign it. However, TAA would have to pick up more than 80 votes between now and then. That would mean a large number of Republicans would have to pitch in on TAA. Are there that many to be found? Probably not.
