If you've seen all those videos of Hamas' underground cities in which they plan and prepare for their urban warfare against Israelis, you will notice a lot of interesting things.
One of them is that they are all lined with massive amounts of concrete. There are miles and miles of these tunnels and bunkers, and most of the destruction in Northern Gaza is the result of Israel systematically destroying the UNDERGROUND city that Hamas built. The bombs fall to destroy those bunker-like tunnels, and the result is that the buildings above also get flattened.
So where did all that concrete come from, you might ask... It turns out that USAID helped build the cement factory with hundreds of millions of dollars in aid money and pays the company for whom we built the factory for the products, giving them a steady source of funds.

So yes, USAID helped build the Hamas tunnels in Gaza from which the planning and preparation for October 7th happened, and from which Hamas has conducted the war that has destroyed Gaza.
Most people are unaware that USAID, the U.S. government agency tasked with foreign aid and development, gifted in 2016, $310 million of taxpayer money to start a Palestinian cement factory project. The project was a private venture, by a company called Sanad Construction Resources Company (SANAD), the establishment of multiple cement mills and factories which ultimately helped create Hamas' terror infrastructure in Gaza.

Much of its revenue came from cement and construction contracts funded by these organizations. Cement—critical for building tunnels and military infrastructure—was always a priority for Hamas and USAID ensuring it had a cement factory nearby, ensured it had an endless supply. The likelihood that Sanad’s cement ended up in the hands of Hamas is almost certain.

Hamas was likely profiting from the sale of that cement to...USAID and UNRWA...ensuring that US taxpayers were providing it a steady flow of funds in addition to providing the infrastructure for their military machine.
USAID’s involvement in this project sparks a chilling question: How could U.S. tax dollars be blindly funneled into a private venture, with zero oversight or accountability, empowering a terrorist organization?

As I reported yesterday, the Inspector General for USAID specifically noted that the agency's money flowed into terrorist organizations, including al Qaeda and ISIS, and that there seemed to be a total indifference to this fact on the part of the people who ran it.

The Pentagon would air-drop weapons to Al Qaeda and ISIS in Syria, later dismissing it as an error.

USAID would give money to organizations that refused to report how they spent it and wouldn't cooperate with US investigators. This isn't Elon Musk or Marco Rubio making these assertions, but the Inspector General in Biden's administration.

Did USAID workers know they were supplying Hamas? Most probably didn't, and some almost certainly did. And if you find that implausible you are naive. We funded UNRWA, which anybody with the most modest knowledge of it knows that directly aids and employs terrorists, and whose employees participated on October 7th.

No matter how cynical we are, it turns out that we were naive compared to the reality. When you look at the pro-Hamas protesters on college campuses, know that many of them will flow into the NGOs and government agencies when they graduate. It's not like they are becoming engineers.
