The only explanations for lumping Soros in here are either (a) they’re hedging their bets on November and want a scapegoat lined up in case the Democrats win or (b) they needed to cast someone in the “evil Jew” role, without which no paranoid police-state propaganda is complete, and Soros’s profile was high enough to fit the bill.
