How would a group of like-minded senators proceed? An equal number of Democrats and Republicans would create a bloc of swing votes that could influence the outcome of specific legislation. They could begin work on one particular issue — say, containing the cost of health care and, if successful, branch out to other areas…

Begin with an equal number of Democratic and Republican senators — three, four, five or more from each party. Pick an issue, any issue, and start there. Draft legislation, continue to work out differences within the group and hold together without making individual side deals.

Rebuild the center one plank at a time, and other senators will begin joining you. You will build a place to stand — an alternative to the poles. And as you succeed, you will create your own gravitational pull, and you will attract more members to your bloc.
