The best basis I&#039;ve ever heard for if something should be regulated at all - at the state or federal level - are these three questions:

1. How badly can it be dangerous to people besides the user?
2. How quickly can it be dangerous to people besides the user?
3. Can it be regulated without massive expenses and/or gross violations of freedom?

To apply those to some examples, denying guns to convicted felons and former inhabitants of looney bins is hardly a violation of freedom or hideously expensive. We require driving tests because a 1000-lb vehicle at any real speed is a definite &quot;yes&quot; to #1 and #2. 

But regulating having children (as much as Democrats would be the ones denied) would not only be mind-bogglingly expensive, but a Hugh-Jass question mark on freedom. And regulating sharp knives not only violates #3 outright, but it is absolutely laughable.]]></description>

Every agency seems to write its own regulations which have the force of law other than the rare occasion when somebody manages to challenge them successfully.
