Mores may be changing in this instance back to where they were before 1937. Why would that be a problem?

The federal govt used to plant marijuana along the Potomac River. That is a fact. Mores change, and may change again. 

I have not invoked any cultures but ours, a culture that sends people to prison for getting high. 

I am not arguing that heroin or any other drug be legalized, nor do I accept that liberalized pot laws would lead to that.
