I’m thinking a bit more like it is King John on the homefront, and seeking to shaft Richard the Lionhearted on Crusade by nice talk but doing little to back him, and pocketing the difference.
But that’s just me.

That was true in England–though John may not have been so bad, nor Richard so good, as in popular legend. Nearby France & Scotland each had at least one, IIRC, & there were more in Scandinavia. Today in Spain it’s Juan Carlos.
