I suspect that he might actually believe this could help, but the context of the statement clearly lets him off the looney hook, in my view. He was talking about miracles, and even said “that would be the miracle” referencing a dialog with OBL. I’ll give him a pass on this particular statement as shown in this particular video.
Now personally, I’d like to have that dialog with OBL strapped to a board and fighting off the water stream as he’s talking, but I’m not on Broadway.
