I saw those on the way to HHS last week. I would hope that most government program folks know their procurement specialists well by now, and that the procurement people know GSA offers simplified acquisition through schedules. I can’t imagine they spent a lot of money on the ads, though.
Also bizarre — RTI using Metro advertising. People in my business usually don’t advertise except as conference sponsors.

Reminds me of the thousands of grabby hands all pulling at the American flag at once, from different directions, tearing the country apart.
Oh wait, that’s actually exactly what it represents–no wonder that’s what it reminded me of.
