The Obama Administration is legendary for ignoring or undermining laws that they happen to disagree with. They’re like militant urban bicyclists: everyone else has to follow every rule of the road or they’ll get a bike lock slammed on the hood, while the bicyclists can do whatever they want.

The reason his signature looks so awful is because of the asinine practice of presidents using a blue million pens to sign a piece of legislation so that the pens can be given away as souvenirs. Every place you see a break in the signature, a different pen stroke, etc. was where he stopped and switched to a different pen.

About the signature, he used, like, 12 pens to sign his name to that pile of crap so that the people responsible for it would each have a souvenir. That’s most likely why the O is so broken up.
