I understood exactly the point that you were TRYING to make. I was simply reiterating to everyone that there was no way that THIS bomb contained 20 pounds of anything. I was simply reiterating that THIS bomb contained no explosive material. I was simply reiterating that there’s no way that THIS bomb could “potentially kill people…” - as had been strangely implied early in the thread by mittens.

		<description><![CDATA[The Army is still trying to clear out munitions from Fort Ord.  It&#039;s taking so long due to the manzanita brush they have to clear off by burning.  They can only get burn permits for a few acres a year.  Often that permit falls on a day that ends up being a no burn day due to atmospheric conditions.]]></description>

Practice bombs in particular contain low explosive spotting charges that create puffs of smoke so that pilots can confirm where they hit. These are large enough to cause loss of limb or eyesight.

They did the right thing notifying the proper authorities. The Countries of Europe and Great Britian have been dealing with these items ever since WWI and especially after WWII. Even the experts have been known to make mistakes that ends tragically. Always better to be safe than sorry.

The most alarming things were the shells that had been sawn in half to show their construction.  Yup, hacksawed right down the length and through the fuse.  Every once-in-a while they find that the near-100-year soaking in the wet soil didn&#039;t leave the fuse quite as inert as was expected... and a few people get removed from the gene-pool.

And yes, they are still finding old stockpiles of chemical weapons from The Great War, usually in extremely bad condition due to the corrosive contents.]]></description>

Apparently two years ago in Germany an undetonated piece of ordinance was found from WWII.  Even with a professional crew trying to dispose of the bomb, it still went off, killing three and injuring six.  

According to wikipedia - grain of salt - undetonated ordinance dating back to the mid-1800&#039;s can still be found that still poses a problem.

in france  they have been continually retrieving unexploded ordinances- going back to before WW1- and removing them- so they do not kill people. to the tune of 900 tons of unexploded bombs, ordinances per year.this includes moldering, decaying chemical bombs- such as with mustard gas.
