		<description>Sadly, the modern education system does not teach civics any more.  How many Californians (or Americans for that matter) really know how many congressional districts are in their state?  How many people really know who their congresscritters are?  How many people know how much is removed from their paycheck to feed the excesses of government?  

In spite of the mass of civic idiots out there, I do think the number of people who are paying attention to some of these things is on the rise.</description>

 I would guess Sacramento gets credit for keeping state workers in their jobs. The rest of the state? Not so important.</description>
