Keep in mind this entire thing was done in 24 hours. The bucket with the grain worked as a quick visual for food, but yes, you’re right it is implying that Jeff is stealing. Keep reading though.
I assume you’re enjoying it since you’re invested enough to comment on some of the flaws in the narrative.
Certainly the bucket is stolen, otherwise Jeff could have spent the money on Chicken-Seed carry-out. Unless it’s a bucket that was purchased on bid by the US Gov’t meaning that it cost X10, so Jeff could have taken them all to the buffet.
