Sanctuary City enjoys skyrocketing rates of murder, rape

Judicial Watch has been keeping tabs on the sanctuary city problem for a while now, with particular attention being paid to San Francisco. This week they released the results of an investigation into the crime rates in the City by the Bay over the period of time since the locals began offering safe harbor to illegal aliens and telling ICE to go pound sand if they want any criminal aliens held over. Through a series of FOIA requests they assembled the data from 2011 (when the unofficial policies were first going into effect) through the advent of “official” sanctuary city status in 2013 and up to this year. The results should make the residents sleep much more soundly in their beds at night.

Judicial Watch announced today it obtained records from the San Francisco County Sheriff’s Department revealing that violent crime in the Bay area has skyrocketed since 2011, with the number of arrests for murder up 55%, and the number of arrests for rapes up 370%. Judicial Watch uncovered the numbers through a July 9, 2015, California Public Records Act request that sought the number of arrests for violations of the following crimes between 2011 and 2015:

Penal Code 187 – first and second degree murder
Penal Code 240 – simply assault
Penal Code243 – battery
Penal Code 261 – rape

Here’s the breakdown in chart form. Keep in mind that the furthest left hand column contains the murder numbers and the furthest to the right is for rapes.

Is there a causal relationship between the advent of their sanctuary city status and the rise in violent crime? That’s hard to say. (We should specify “violent crime” here because the same report indicates that other, more minor forms of crime have actually gone down.) When Judicial Watch requested the numbers of arrests in these categories which dealt with the citizenship status of the suspects they were informed that the “information is not tracked by the Jail Management System.”

That’s certainly convenient. But absent such statistics it’s impossible to say how much of that increase came from illegal aliens. The main reason for this is that violent crime is up in most (though not all) major urban centers over the past two years. This includes more violence against police, but also record numbers of murders and assaults against citizens as well. Much of that is very likely associated with the SJW movement to demonize the cops, a more hesitant law enforcement presence and increased boldness by gangs. With that in mind, there could actually be a variety of factors contributing to the bloody problems being seen in San Francisco.

But it’s not much of a stretch of the imagination to see the connection, is it? Much the same as you’ll see bolder gang members on the streets when the cops are pulling back from proactive policing, word gets around when a particular city isn’t going to hold illegals for ICE. And when you begin attracting an increasing transient population, crime goes up pretty much by default. No matter which of these factors is feeding into it the most, San Francisco has a problem which is largely of their own making. The amazing part is that the citizens show no signs of losing patience with their elected leaders and moving to switch them out for people who might actually try to shove this genie back in the bottle.

While Americans in sanctuary city governments refuse to explicitly track citizenship status to keep citizens in the dark about illegal immigration impacts they usually do track Spanish-speaker numbers.

If you want to find out how many illegals are in programs like affordable housing or an overcrowded county jail just research the number of Spanish-speakers and assume at least 50% are immigration scofflaws.

I used to be in an Intel competitor analysis group and that sort of approach is a bona-fide intelligence analysis technique.

The biggest factor in recent acceleration of violent crime is that state has embarked on a great experiment with faux Libertarian prison and “minor” crime enforcemenrt reform. California has started releasing inmates who are in for non violent, read mostly possession charges and through Proposition 47 they are no longer arresting people for minor offenses. Crime has spiked upward because there is non such thing as a non violent offender, only violent thugs in JaIl on some non violent charge.

San Francisco declared itself to be a “Sanctuary City” in 1989.

What is the Sanctuary Ordinance?

In 1989, San Francisco passed the “City and County of Refuge” Ordinance (also known as the Sanctuary Ordinance) which prohibits City employees from helping Immigration and Customs Enforcement (ICE) with immigration investigations or arrests unless such help is required by federal or state law or a warrant. The Ordinance is rooted in the Sanctuary Movement of the 1980’s, when churches across the country provided refuge to Central Americans fleeing civil wars in their countries. In providing such assistance, faith communities were responding to the difficulties immigrants faced in obtaining refugee status from the U.S. government. Municipalities across the country followed suit by adopting sanctuary ordinances.

In recent years, the Sanctuary Movement has experienced a rebirth, as grassroots organizations, faith communities, and local government have stood firmly against repressive immigration proposals in Congress and immigration raids that separate families. And while the Sanctuary City policies may have started with people fleeing war zones in Central America, today San Francisco has large populations of ILLEGAL aliens from all over the world including from: Mexico, China, Philippines, India, Ireland etc. etc. etc.

Students in San Francisco public schools speak 40 different languages at home. The English speaking kids are wise to flee to private, charter and parochial schools.

The entire world is laughing at U.S. immigration laws.

Interesting that they use arrest figures rather than reported crime figures in order to make a point about rising crime. They are reporting rising arrests. Theft is up but this chart shows that rape and murder were both down over the decade. San Francisco has been a sanctuary city for some time one way or another.

I am a fourth generation San Franciscan. I work as a fireman in a low income/project area. Let me tell you that crime is not as bad as it was 20 years ago. I completely disagree with our elected officials 100% of the time. Unfortunately we have these waves of carpet baggers that move here, think they can change the City (and the world) then move out. True natives are usually more conservative, nicer, and easy going than the crap that is shown in the media. Too bad, the real element of the City is never shown. With all the tech and hipsters here, I guarantee in another 20 years, there won’t be one “bad” part of town. The outer suburbs are another story. I never agreed with sanctuary city garbage but the economics will soon make it obsolete here anyway. PS-Please stop sending your whack jobs from the rest of the country here. Thank you.

I grew up in San Francisco, spent thirty years there. My guess is that if you look at the past five years any significant increase in crime on the part of ‘sanctuaried’ illegals is compensated by the ongoing gentrification of the traditional nasty parts of town and the Section 8 diaspora of San Francisco’s ghettoes to the more distant reaches of the East Bay.

I’m guessing, and it’s only guessing, though, that if you looked at the numbers in detail – if they’re even available – you’d find less black-on-black crime (purely because the black population is shrinking in direct proportion to their shrinking economic clout) and that the ‘sanctuaried’ illegals are more likely to look for prey beyond their own ‘manor’.

What you have in San Francisco right now, what the locals are reacting to, are the druggies released from jail by Prop 47 (hey, you voted for it, suck it up idiots) and the supposed judicial mandate to relieve jail overcrowding, laying incontinent on the sidewalks in front of the buildings full of $2M sugar-cube-sized hipster condos; in the occasional moment they’re sober they’re punching out car windows looking for iPads and spare change.

A couple of years ago my office was on the fringe of the tenderloin – lottsa pot smokers, drug dealers, and people using the streets as their public toilet. I’m now in the financial district where we have always had our share of the “regulars”, but I’ve seen a huge up-tick in the last couple of months. People camping (and I mean camping) right on Market Street, sleeping on the sidewalk, and lottsa people asking for $. And the cops do nothing. It’s smelly, dirty, and disgusting. It’s an embarrassment.

Until the peeps in Pacific Heights, Nob Hill, and other high rent areas get a taste/smell, this city will continue to decline into the abyss.

The Jail Management System doesn’t track the immigration status of prisoners. But the Democrats in Ca. want to enact legislation that would require police to track the race of each person they come in contact with and the reason for coming into contact with them. AB-935 is the legislation.

I think it is fair to ask whether the saturation point has been reached, in which law enforcement is spending its available time on the additional “violent crime” and the reported reduction in ‘minor forms of crime’ is simply due to a lack of resources to prosecute all of the potential ‘minor’ cases that could otherwise have been brought to trial.

It’s like saying your water tank has fewer small leaks lately, because you observe no water is spewing from those pinholes in the upper portion of the tank. But the real reason for that is that the water level has dropped below those pinholes due to the huge gushing leak you’ve got at the bottom of the tank.
