Is Sacramento’s mayor guilty of the same charge that led to San Diego Mayor Filner’s conviction?
posted at 4:01 pm on May 15, 2015 by Noah Rothman
It wasn’t all that long ago that former San Diego Mayor Bob Filner resigned from office in disgrace. The Democratic politician acquired the ignoble sobriquet “Filthy Filner” after he belatedly confessed to a variety of sexual assaults. In 2013, Filner pled guilty to forcing himself on three women and received a penalty of 90 days of home confinement, three years’ probation, and $1,500 in fines.
California might have a problem with its mayors. Sacramento Mayor Kevin Johnson has been caught up in allegations that he has engaged in behavior similar to that which resulted in Filner’s resignation. According to a claim obtained by The Sacramento Bee, Johnson has been accused of sexually harassing a city employee on several accusations over the course of a seven-month period.
The employee – identified in the claim as Estrellita Ilee Muller, 32 – alleged that she was summoned to the mayor’s private library at City Hall by Johnson’s security officer and that the mayor pressed his body against her, felt her torso and tried to kiss her. Muller filed the claim with the City Clerk’s Office in April and sought $200,000 in damages from the city, according to the document. She previously filed a formal discrimination complaint with the city’s human resources director in October 2014 – a complaint that office found insufficient.
Johnson denied the allegations made by Muller, saying during a brief news conference at City Hall on Thursday that the “incident described in the complaint simply never happened. Ever.”
City Attorney James Sanchez said in a statement that “the allegations in the claim were found to be unsubstantiated” and that “the claim in this matter has been denied.” The city hired employment law counsel Carolee Kilduff to review the investigation, according to the statement.
This isn’t the first time that Johnson has been accused of sexual misconduct. In 1997, the mayor and former NBA player with the Phoenix Suns was accused of engaging in inappropriate sexual behavior with a 16-year-old girl. “The story used no anonymous sources, though the name of the alleged young victim was changed, as was that of a former friend of hers,” The Phoenix New Times recalled in 2008. “The primary source of information in the piece was a detailed Phoenix police report that included audio-recorded interview transcripts and a recorded ‘confrontational call’ between the girl and K.J.”
“County prosecutors never did file criminal charges against K.J., apparently concluding that the admissions during the phone call weren’t enough to convince jurors that he was guilty,” that report added.
The Bee obtained a copy of a document that indicated the former NBA player settled with the alleged victim who was compensated $230,000 for her trauma. “Sacramento police later said the girl recanted her story and found the allegation to be unfounded,” The Bee reported.
Johnson isn’t just any mayor; he’s the current Democratic president of the U.S. Conference of Mayors. What’s more, his name was circulated earlier this year as a potential recruit to run for statewide or federal office in California.
Much of the allegations of misconduct by Sacramento’s mayor are not well-supported, and it’s important to note that he has a long-established record as a dedicated public servant. Whatever happened in 1997 has little bearing on today but, as was the case with Filner, it is possible that more victims will come forward in the coming weeks. This is a space worth watching.

He is black so he can just claim it is racism and everyone will shut up about it.

Mr. Johnson has a bad past regarding these issues. It appears he may not have put it behind him.

He was my all time favorite Phoenix Suns player, but wow what a perv. Who knew?
But hey, I enjoyed watching OJ gain 2000 yards too.

Interesting valuation on the damage caused by a body pressed against another and a kiss attempt. I wonder how she came to such a number…
Madd_Addam on May 15, 2015 at 4:09 PM
BS. He’s a corrupt tool.
novaculus on May 15, 2015 at 4:13 PM
Great. Another one to correct. Sigh. The days are just so full . . .
Oh, yeah? Please explain.
WHY is it important? Does that excuse his bad behavior?
Adjoran on May 15, 2015 at 4:13 PM
I went to high school with the 16 yr old…KJ is a perv from way back.
PeachezP on May 15, 2015 at 4:13 PM
Sounds like he’s following famous political footsteps, preparing the ground, and on track to get into the paid speaker business. Now he just needs a foundation to launder the money through.

Ohh Michelle’s man on the side, she exercised undo influence in his time as mayor.

Oh very astute, Noah “Johnny Cocharan” Rothman. He is definitely dedicated. Seems to me there was some allegations of financial irregularities to do with stimulus funds and the Obama love. Course I may be wrong. Plus, there’s no smoking gun, blue dress, or crack ho to confirm.
arnold ziffel on May 15, 2015 at 4:19 PM
Really? Why is this important? What evidence is there that he is a “dedicated” “public servant”? Oh, that’s right, voting “present” now qualifies as public service these days.
Sure won’t miss this phony compulsory “on the other hand” equivocation.
fitzfong on May 15, 2015 at 4:20 PM
C’mon, KJ. I thought you were always supposed to be the class act on those Suns teams. Barkley was supposed to be the perv, Richard Dumas was the cokehead, and Ainge was the first class a-hole(as was Joe Kleine).

Hey, remember that time Obama fired the Inspector General for AmeriCorp Gerald Walpin? Walpin was in the middle of investigating … … wait for it … … … Kevin Johnson!
SaveFarris on May 15, 2015 at 4:23 PM
Inspector General Gerald Walpin might disagree with the ‘dedicated public servant’ comment.
starlitepark on May 15, 2015 at 4:23 PM
Remember, he’s big buddies with Michelle O.
Tater Salad on May 15, 2015 at 4:28 PM
Exactly! I was thinking of the same incident. Dedicated public servant?? BS!
mydh12 on May 15, 2015 at 4:29 PM
Not the mayor’s fault. She was after his Johnson. Besides not all black athletes turn out bad–look at Lawrence Phillips.
MaiDee on May 15, 2015 at 4:32 PM
California doesn’t have a problem… it is a problem.
Neitherleftorright on May 15, 2015 at 4:32 PM
Walpin had to be fired because Sacramento couldn’t receive funds from the stimulus while KJ was under investigation.
agmartin on May 15, 2015 at 4:35 PM
However, if he is a cool liberal Democrat like Bill “BJ” Clinton what difference does it make?

Let us not forget that one of the inspectors general that Barky summarily fired when the IG came to the conclusiont hat Kevin Johnson was a lowlife scumbag criminal who needed to be prosecuted. So … Barky just fired the IG (which was illegal, BTW). This was one of Barky’s first 50 impeachable acts (having happened way back in mid 2009, right after Barky had first slimed into office.
But … no one cared (since Barky is black and not held to any laws for normal humans) and Barky was allowed to continue on breaking the law and making a mockery of America and our Constitution. And, as pointed out, this was not the only IG that Barky summarily fired as he was closing in on the crimes of Barky, his junta and his buddies.
Why is this little tidbit not even mentioned in this post??
ThePrimordialOrderedPair on May 15, 2015 at 4:36 PM
On several accusations or several occasions?
Neitherleftorright on May 15, 2015 at 4:37 PM
Oops. SaveFarris beat me to it. Good job. I’m glad some of us still remember Barky’s earlier crimes.

Wow, I used to love the Suns and especially KJ. Of course his skeletons were well hidden.

The sad thing about the Filner affair was that he was KNOWN, by fellow Democrats, to have wandering hands (The House version of Splash Kennedy). But he was one of theirs and deserved their political support.
GarandFan on May 15, 2015 at 4:47 PM
A conservative would never write such a lie. He’s been filthy since day 1 and not just with the harassment issues.
SirGawain on May 15, 2015 at 4:56 PM
Well being in the NBA is a bit of an ego trip. Being Mayor of a city like Sacramento is a power trip. You know what they say, power corrupts.
Neitherleftorright on May 15, 2015 at 4:58 PM
Mayor Johnson, Bill Cosby on line 1, something about your alibi and denial being weak,
Mr Cosby, the mayor will be right with you,his intern is getting dressed
Please Hold.

Isn’t he engaged to Michelle Rhee? I thought they were an odd match.
herm2416 on May 15, 2015 at 5:20 PM
Will they turn the investigation over to the CA DoJ, to preclude any “influence” allegations?
Of course, Kamala would love to handle a felony investigation of a potential Senate rival.

K.J. has been a liar, a low-life, and a crook for a very long time. He crafted an image of himself as the most decent guy on the Suns roster, and it was believable. Then the truth started dribbling out. And by now, nothing would surprise me about him.
I always hate it when an athlete I admire, not just for their performance but for their character, turns out to be a piece of trash.

Will the Democrat mayor assign riot zones?
