Alleged California cop killer was deported twice

posted at 9:31 am on October 26, 2014 by Jazz Shaw

The criminal who shot multiple California sheriff’s deputies on Friday, killing two, originally told authorities that he was Marcelo Marquez of Salt Lake City. Fingerprint analysis has since revealed that his actual name is Luis Enrique Monroy-Bracamonte, and he already has a lengthy history with ICE.

A U.S. Immigration and Customs Enforcement spokeswoman said that the fingerprints of the suspected shooter match those of a man named Luis Enrique Monroy-Bracamonte. Monroy-Bracamonte was initially deported to Mexico in 1997 after being convicted of dug possession in Arizona. Four years later, he was arrested and deported again for an unspecified offense.

“The fingerprints were the basis for our request for an immigration detainer,” ICE spokeswoman Virginia Kice told The Associated Press. The detainer requests that local authorities transfer him to federal custody after his case is adjudicated so ICE can purse his deportation, Kice said.

Under his assumed name, Monroy-Bracamonte had only run up a modest record of less than a dozen speeding tickets and other traffic offenses, along with visits from a couple of debt collectors. That’s quite a step up to go from there to multiple counts of murder, attempted murder and carjacking. The details of the killings are both chilling and already widely reported, so there’s no need to go over them again here. Assuming that a conviction is obtained, this guy should have a lot more to be worried about than deportation.

But the case of Monroy-Bracamonte is yet another reminder of a larger problem with no obvious solution. It seems that even after having been identified by immigration officials and actually apprehended and deported twice, he was able to return through the revolving door. And having done so, he could get a license, a vehicle, various odd jobs, and the freedom to continue moving around across at least two states and continue conducting whatever “business” it was that he was up to when he crossed paths with the sheriffs. Whatever that business was, I highly doubt it was limited to things such as traffic tickets or he wouldn’t have reacted this violently when confronted by the law.

Monroy-Bracamonte is only one man. How many others are being regularly booted out of the country only to return over and over again until they wind up committing this level of mayhem? Effectively sealing a border the size of the one with Mexico thus far seem to remain beyond the ability – or at least the interest – of our government. And the families of these law enforcement officers are paying the price for it.

Well, currently, that number is pretty low since Obama stopped booting people out of the country some time ago. Now we’re all just one big, happy, democrat-voting community.

While President Bill Clinton

made some efforts to combat illegal immigration during the 1990s, the problem remained.

In 1996 the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 was passed.

Still,

leaders from Central American and Caribbean nations relied heavily on untaxed remittances sent back to their countries from the United States, and worried that Clinton would support mass deportations. While at least paying lip service to enforcement of laws, Clinton assured these leaders that there would be no mass deportations. There were about 7 million illegal aliens residing in the U.S. when he left office.

Suspect in killing of deputies was twice deported
By DON THOMPSON
Oct. 26, 2014 12:03 AM EDT
**************************

Two deputies who approached the pickup while it was parked alongside a road were shot with an AR-15-type assault weapon and never had a chance to return fire, Placer County sheriff’s spokeswoman Dena Erwin said.

Homicide Detective Michael David Davis Jr., 42, died at a hospital 26 years to the day after his father, for whom he was named, died in the line of duty as a Riverside County deputy.

Deputy Jeff Davis was treated for a gunshot wound to the arm. The two deputies are not related.

The gunman fled into a neighborhood near a high school and ran into a home. Police used tear gas to force him to surrender.

Several dozen law enforcement vehicles, with lights silently flashing, escorted a hearse carrying Michael Davis’ flag-draped casket to a funeral home as bystanders and law enforcement officials hugged, saluted and wiped away tears.

“It’s a nightmare for all of us,” Bonner said.

He recalled Davis as a well-liked investigator who once took it upon himself to organize a funeral for an abandoned baby.

“He saw it, his heart ached, and he did something about it,” Bonner said. “That’s who he was.”

Davis’ wife works as an evidence technician for the department and his brother is a sergeant.

“Mike was quite a character,” Erwin said. “He was very funny. He didn’t take things very seriously, maybe because he was a homicide detective for so long.”

A search of Utah court records for Marquez shows a history of about 10 tickets and misdemeanor traffic offenses between 2003 and 2009. Those records list one speeding ticket for Monroy in 2009 and three small claims filings attempting to collect outstanding debts.

no big deal, illegals killing, raping, robbing americans is a many times a day event.

just a couple weeks ago a dps officer in az was shot in the face by Mexican mafia illegals, when other officers came in for back up, the illegals actually came back and got into another shoot out.

it was nowhere in the media.

the amnesty pimps do not care about American citizens and for all the talk of “must vote republican” if you are voting for a republican who is for amnesty, anything other than deportation, not only are you voting democrat you are voting for a permanent democrat voting majority and for the destruction of America.

that is what your “lesser of two evils” has brought us and it will be as much your fault as any other democrat and/or democrat voter.

Garyinaz66 on October 26, 2014 at 10:02 AM

Not surprising. Gov Jerry Brown welcomes “immigrants” with open arms.

Locally, we lost an officer several years ago to an ILLEGAL with 3 prior deportations.

And don’t expect a ‘death sentence’ any time soon. The legal system (lawyers and judges) in this state are working overtime to insure that a ‘death sentence’ is a long, drawn-out affair. We have people here who’ve been on “Death Row” for over 25 years!

Oh, BTW, there is very little quibbling about GUILT….the suspects are really just “victims of society”.

GarandFan on October 26, 2014 at 10:02 AM

And the families of these law enforcement officers are paying the price for it.

They are, but they’re not the only ones. Plenty of AZ citizens have been assaulted, raped, murdered, etc., by illegal aliens who’ve been previously deported. And undoubtedly that is also true for citizens in many other states.

It’s long past time for this $hit to stop. If the government continues to refuse to secure our borders and protect our citizens, then it’s clearly not just the illegal aliens we need to boot out of here.

The argument that illegals “just come her to make a better life” falls flat in a case like this.

There was no reason for this mook to kill anybody. He gets pulled over for a traffic violation, gets cited, pays the fine, done. He’d done it before and no one twigged to his real ID.

Therefore, either he was up to something else, that was serious, and he was caught in the act (like maybe the contraband was in the car where it could be seen -see Mapp v.Ohio)- or he just wanted to kill a cop.

I suspect the latter is more probable.

We’re getting into the “creation of liberated areas” phase of this business now. And that is not a good sign.

Martinez, an illegal alien, has been arrested and detained twice before in 2005 and 2007 on charges serious enough to have
had him deported, per the federal government’s policies.
“If he was deported, our own government will not tell us,
” Arpaio says. “What we do know is that hundreds if not thousands of others like Martinez, are released to the streets to freely commit more crimes or are deported, only to make
their way back to the U.S.
through a seriously porous border.”
“Our own government refuses to provide answers to the elected Sheriff of one of the nation’s largest counties

and can just be ignored,” Arpaio says.

While this administration is not responsible directly for the murders they did enable them because it’s their policies that set the killer free when he should have been either in jail or out of this country. Try all you want to deflect responsibility from the present administration but their policies are in force right now and all they are doing is more enabling of illegals. All for a voting bloc. you are either a liar, stupid or both.

It Depends on What the Meaning of
‘Deportations’ Is

Amid the geyser of Democrat lies is one that gets little attention. It was regurgitated unquestioningly in Juan Williams’s column in the Hill today: “The Obama administration has deported more illegal immigrants in four years than President Bush did in eight years.” This is simply not true

In any case, the real lying here is from the administration itself. It should come as no surprise that they are playing games with statistics to create a false impression. It wasn’t enough that Obama inherited an infrastructure built up by the two previous administrations to deport many more illegal and criminal aliens than before — they had to lie in order to be able to boast of a “record level” of deportations. Representative Lamar Smith, House Judiciary chairman, has unearthed the facts on the Obama administration’s statistical lies.

The reason this matters is that, as Representative Smith determined, the administration has started counting certain “returns” as “removals” in order to artificially inflate the numbers and create a “record level” of deportations. Specifically, those illegals caught by the Border Patrol who are shuttled to a different town along the border before they’re returned are being dishonestly counted as deportations. The point of this Alien Transfer Exit Program (ATEP) is to disrupt smuggling networks and make it harder to just keep crossing until you get through. But they’re still just returns, without any “administrative or criminal consequences placed on subsequent reentry.” This has falsely increased the number of total removals

This is not just a case of spin or fudging or “political lying,” as VDH describes it below. This is pure fabrication.

There are many illegals in almost every community in our nation. It would be a much lower cost, financial and in lives to secure our borders and deport them. Now Sacramento and Placer Counties will also be paying for capital murder trials and at least three families have been irreparably harmed. The Mexican government will also be whining about us executing one of their citizens, as if it were not just. But Mexico would have no problem executing an American if the situation were reversed. Headline: Anti-police, Anti-border Security President Kills Two Cops with One Stone

Bluemalibu on October 26, 2014 at 12:40 PM

The family and friends of these officers should exact a heavy price from the government enablers of the “illegal”.
With extreme prejudice.
I wonder if Eric Frein is available.
Seems like one way to get them to secure the border and deport ALL illegals.

Sgt Stryker on October 26, 2014 at 12:42 PM

What we need now is a TV show about the lighter side of illegal aliens.

Maybe titled “Totally Illegal“?

Perhaps by the co-creator of “Two and Half Men”?

That’ll make it all just peachy.

profitsbeard on October 26, 2014 at 1:01 PM

We should welcome them with open arms..because they are naturally conservative and would most likely vote repub. They are also naturally religious folk. You can tell by the number of gang members who sport crucifixes or have them as tattoos.

I like it. It could be a whole new subject for sitcoms. “Those Wacky Crips”. “Sayz-A-ME Street” could help teach kids the proper use of gang signs.

Other reports gave his age at 34 so when he was busted in 97 he would have been 17, a poor innocent unaccompanied minor, it’s not his fault!

talkingpoints on October 26, 2014 at 1:11 PM

These deportations are going to have to start including a bullet if the deporter wants to make them permanent.

“Allright Miguel, you’re back in Mexico…”

“Not for long, el stupido Americano…”

*BANG*

“…permanently.”

Moonbeam could give a speech about how his policies welcoming immigrants legal or not, including criminals and he will still win re-election by 20 points, that’s how low we have sunk here in Ca.No need to vacation in Mexico, Mexico comes to us minus the cheap Mezcal and Penicillin.

Obama has deported more than any other president

nonpartisan on October 26, 2014 at 11:15 AM

The actual numbers say that you – and your master – are lying.

Why do you anti-American leftists try to lie in the face of published facts? Are you really that stupid?

Solaratov on October 26, 2014 at 1:46 PM

NONE OF THIS WOULD HAVE HAPPENED IF HE WASN’T DEPORTED TO BEGIN WITH !!!!

/dumb ass liberal argument.

Ruckus_Tom on October 26, 2014 at 9:58 AM

No the liberal argument is: “This poor soul was living in the shadows. He was so afraid to be deported again he couldn’t risk arrest. If we would just bring all of the violent, er hardworking, undocumented immigrants out of the shadows and give them amnesty, none of this would happen.”

Firefly_76 on October 26, 2014 at 1:48 PM

There’s an easy solution.

Just make shooting cops by illegals a misdemeanor.

Like entering the country illegally.

profitsbeard on October 26, 2014 at 2:21 PM

Monroy-Bracamonte is only one man.

Most people know this isn’t true. That illegals from the southern border are responsible for a disproportionate amount of crime (and disease) well well-known. As usual, the government does not want to tabulate that because it conflicts with their stated policies.

The next time you hear “they are honest people just wanting a better life”, just balance that against the steady stream of innocent victims from the reliable supply of sociopaths from latin america. It is reasonable for us to deal with our own criminals before importing more of them.

Is Jerry Brown going to go his bail?

claudius on October 26, 2014 at 4:15 PM

Well, there ya go. If he had jumped the fence at 1600 Pennsylvania Avenue in Washington, D.C., he’s have welcomed with open arms and wouldn’t have been ‘forced’ to shoot anybody.
Now, when the victims’ families start a federal lawsuit against Obama, Holder and ICE about their blatant disregard for and intentional trampling of the victims’ civil rights, then we will see some action out of Washington.

DublOh7 on October 26, 2014 at 4:37 PM

Sad that he was captured alive.

Blake on October 26, 2014 at 9:49 AM

Yep. LEOs are green lighted to gun down and kill American citizens, for everyone else, their ROE is similar to our soldiers – allow yourself to get shot-up multiple times before applying the minimal force to try to apprehend the perp.

In contrast to cop-killer Chris Djorner, they didn’t use tear-gas, they just started burning down homes until he was dead. In the meantime, they would go Scarface on newspaper delivery drivers and considered absolutely no constraints on collateral damage.

Reuben Hick on October 26, 2014 at 6:50 PM

I know that this thread is long dead, but I can’t help but comment on it anyway, just to rebut the ridiculous lie that Obama has deported more illegals than any other administration. Obama changed the definition of deportation immediately after taking office, so that any illegal alien caught at the border and turned away was considered “deported”. If not for those false “deportations” the statistics would show a huge drop in actual deportations, as defined by every previous administration.

tidemonster on October 26, 2014 at 8:46 PM

Those two officers had six children between them. Six kids lost their fathers to murder because of our corrupt, greedy and cowardly politicians.

Just makes my blood boil.

Although the local news has mentioned that this sick murdering thug was deported twice, they will not say that he was here illegally.

Sadly, These two cops, and thousands more victims who are now rotting in their graves mean nothing to the ruling class. You have to break a few eggs to make an omelet, isn’t that what our marxist president would say?

I hope someday their loved ones are victimized.
