White House blindsided on National Guard callout?

What we have here is a failure to communicate. The unrest in Ferguson has continued for more than a week, including several nights of rioting, looting, and accusations in both directions of violence between police and locals (and outsiders especially). Missouri has tried at least two different police forces in attempting to restore order to the St. Louis suburb to no avail, so Gov. Jay Nixon’s call to the National Guard could not have come to anyone’s surprise today, unless they’ve spent the last couple of weeks on vacation.

Well ….

“Folks didn’t know,” an administration official told BuzzFeed Monday. “The White House did not know they were sending it in.”

Nixon gave “no heads up,” the official said.

Nixon didn’t give Barack Obama a heads-up? The deuce you say! Gee, what might have been the problem — that Obama has spent most of the last week golfing, or the Department of Justice second-guessing Missourians over the last few days? Nixon had no particular requirement to notify the White House, either; the call to the National Guard is not a federal issue but completely within state authority.

Not only that, but the move appears to have won support from the local NAACP, too:

The St. Louis County Chapter of the NAACP says it supports Nixon’s decision to call in the National Guard in Ferguson, Missouri, where tensions remain high more than a week after a police officer killed 18-year-old Michael Brown.

The NAACP wants an apology from the Ferguson police department to the Brown family, presumably for releasing the videotape of the strong-arm robbery that preceded the shooting. Ferguson police chief Tom Jackson claimed on Friday that he had little choice in the matter.  The media demanded access to the video via a FOIA request, and the police complied with the public-records request. That was prompted by the release by Ferguson PD of the police report on the robbery, though, instead of the report on the shooting itself, along with stills of the video — which certainly whet the curiosity of the reporters who got the handout at the briefing. Jackson’s explanation seems too cute by half, even if it did end up providing a clearer context of what led to the confrontation. The police certainly didn’t mind the release of the video, even if the DoJ wanted it kept quiet for its own purposes.

Obama returned to the White House for a brief break from his vacation to deal with the crises in Iraq and Ferguson, the AP reported earlier today:

Taking a two-day break from summer vacation, President Barack Obama returned to work at the White House Monday, replacing images of him bicycling and golfing on an island resort with those of him at the White House huddling over current crises with top advisers.

Obama interrupted his family getaway on Martha’s Vineyard, during which airstrikes in Iraq and violent clashes in a St. Louis suburb intruded on his golf and beach plans.

The exact reason for Obama’s return shortly after midnight remained unclear, though it appeared aimed in part at countering criticism that Obama was spending two weeks on the Massachusetts island in the midst of multiple crises.

After a week of photos depicting the president golfing or riding his bike with his family, the White House was making sure that press photographers would get pictures Monday of Obama in meetings with national security aides discussing Iraq and with Attorney General Eric Holder for an update on the federal response to protests in Ferguson, Missouri, over the police shooting of an unarmed 18-year-old.

Still, Obama’s brief return to Washington was planned even before the U.S. military began striking targets in Iraq and before the standoff between police and protesters in Ferguson, Missouri. The president was scheduled to return to Martha’s Vineyard Tuesday night.

Obama does have an option to federalize the National Guard in Missouri in order to take control of the situation there from Washington DC. That option is fraught with political risk, though, and not just from accusations of abusing his power. So far all of the political damage is being absorbed by Nixon. If Obama takes control by federalizing the National Guard troops in Ferguson, then he’s responsible for everything that follows from that point forward. And if Obama does seize jurisdiction through that mechanism, he’d better command those troops from the Oval Office rather than the fourteenth fairway.

I can’t tell whether you are serious or sarcastic. I’ll take the former just to respond. If Obama were to intervene, that has no affect on the status of the Governor’s powers other than with respect to this immediate and limited situation. Since Nixon is trying to stop the lawlessness, (as opposed to refusing to do anything or exacerbating it) Obama would need to show that the State is incapable of doing it’s job, which would be a high bar. And the governor could object and file a motion in Federal Court to stop it.

Of course all of that assumes the state doesn’t feel the need for Federal assistance. The other scenario is that the state believes they can’t do the job and requests the Feds intervene.

Is there really a “right” time for that video to come out? Wasn’t the decedent a gentle giant until its release and then those who knew him had to admit he wasn’t perfect? Did he deserve to die, no but until I know how much responsibility he has in the outcome, I don’t understand all the choreography.

Yeah, this came about in phases.

Phase 1- Michael Brown was a gentle giant. He had just gotten his GED and was set to go off to a tech school. He was a hard working teen gunned down by a ruthless racist cop.

Phase 2- Okay, so nobody ever said Michael was an angel. That video has no relevance to the fact that he was exectuted by the Ferguson Police. This is nothing but character assassination.

Phase 3 (started today)- The focus should be on bringing that cop to justice. The cop should be arrested right now for what he did and held accountable. Any focus on Michael Brown is racist.

* bottom line here is that they tried to do the same thing they did with Trayvon Martin when they released years-old pictures instead of the tatted up street thug that assaulted George Zimmerman. Similarly, Michael Brown was being teed up to be a precious snowflake whose life was snuffed out by a racist cop. Having video of the “victim” roughing up a store owner and stealing minutes before the altercation really cuts into that narrative.

Jay Nixon’s world is falling apart. He’s dealing with this and is heading into veto session next month with a Republican majority House and Senate while at the same time a Democratic senator uses the f-word when describing his actions (or inaction) in Ferguson.

We have been working on Common Core issues in Missouri the last two years and even some of the Democrats are on our side. They can’t get answers from our state educational agency that is tied up tighter than a tick with the Governor. The lack of transparency starts from the top and it’s impossible to get information out of Nixon. Word on the street is that he is practically never in the Capitol. It is perceived he is very disconnected.

It should be an interesting veto session this year:

Nixon, a Democrat, vetoed 33 bills — the most in a single year since he took office in 2009. His total is just two short of the most vetoes of any Missouri governor after a single legislative session, set by former Gov. John Dalton, a Democrat, in 1961.

I’m wondering how supportive his fellow Dems will be this year to support his vetoes given his overall poor performance regarding Ferguson. The above article was written before this incident:

Nixon’s increasingly bitter battles with Republicans show a turn toward the more liberal stance of the national Democratic Party and may signal a desire in the governor for higher office, said David Robertson, a political science professor at the University of Missouri-St. Louis.

“He could be setting the stage to play a role in the presidential campaign next election,” Robertson said.

Nixon has dodged questions about his next political move, but he told Politico at a National Governors Association meeting this weekend the Democratic field of presidential hopefuls would benefit from a “voice in the heartland.”

How about an apology to the residents that WEREN’T on a robbery/burning spree of the last week, but just wanted to “peacefully” protest? (of which I may disagree with, but had no quibble with.)

How about an apology to the Officers *Family* who are hiding out because you’re making excuses for the vandals and other criminals that are running wild in the street.

Or just a apology for loosing sight of your original mission, and just becoming a bunch of Power Hungry Progressive shills?

I am really interested if they find that Brown was high at the time of the robbery and his death, like Saint Trayvon (of the blessed hoodie, possible son of Barack HUSSEIN Obama) was found to be.

That is a REALLY relevant fact there that would explain both the “strongarm” robbery and his actions with the police. People high as a kite on drugs believe themselves to be invincible, and that makes them more dangerous in confrontations. And Brown was not a little kid, he was a 6′+ tall 300 pound strongman.

Frankly, all sides disgust me in this fiasco, from Michael Brown, whom if he had not decided to disrespect the property of others and rob the convenience store, this never would have happened, to the ANIMAL reaction of the looters, to the similarly animalistic reaction by the over militarized police force that concerned itself more with protestors and journalists than it did looters.

The root cause of all this is “modern” black culture, though no one will cite that.

The National Guard being brought in by Nixon is purely a symbolic gesture to show Missourians he is on it.They wont have any bullets just like Watts in ’65, but this is purely for show only.

You know, most Presidents have this thing known as ‘staff’ to actually keep him informed.

Most Presidents usually have some outreach to State Governors, and when things start happening that thing called ‘staff’ starts to contact the Governor’s subordinates to try and keep informed.

That Obama has not been kept informed by those people known as his ‘staff’ shows just how out of touch the actual people manning those positions actually are.

It isn’t just Obama that is in a bubble.

He has taken his entire staff with him in that.

Except for Holder who is a flunked flunky winging it on his activist background and flopping around like a fish out of water. He is better served being just as out of touch as the WH, as he is failing in showing any real competence when he starts winging it.

Whether the national guard is federalized or not we know that some people will put responsibility of anything that happens at Obama’s feet.

America has 50 governors but when sh!t goes wrong the president is the only name people remember. It happened with Katrina and it has happened with everything under Obama. Things near and far are all in Obama’s power to fix or break. Even city level stuff are his responsibility now. He has to stop being responsible for Ukraine and Kurds and some backwater place in Afghanistan to come to a small city in Missouri and take blame for that too.

Actually, no he probably doesn’t. Once he nationalizes them – unless he’s declared martial law – they get hit with the posse comitatus act and can’t really stand around doing law enforcement work.

WH forgets that there are States Rights which put the hand cuffs on Bush when he waited for the call from the Governor during Katrina to take action but the left uses that wait as a non action. The left needs some schooling.

I thought dear leader told us that he could manage any crisis from anywhere on the planet that he happened to be. Why did he have to spend 2$M to return to our WH?

SO WHAT?

As much as I despise Nixon, he was acting within his prerogatives as governor. He does not need Obama’s permission or blessing to govern Missouri.
