Madeleine Albright: Hamas putting civilians in line of fire hurts Israel’s ‘moral authority’

posted at 4:01 pm on July 22, 2014 by Noah Rothman

Former Secretary of State Madeleine Albright made a great point on CNN on Tuesday when she conceded that it is hard to dispute that forces loyal to Hamas in the Gaza Strip are using human shields in order to protect their military assets. She implied that this tactic has resulted in an inordinate number of Palestinian causalities over the course of the ongoing conflict with Israel. Those were the last of Albright’s good points.

After conceding that Hamas is intentionally making civilian casualties more likely, she said that it was nevertheless the case that those causalities are sapping Israel of its “moral authority.”

“I do think that it is very hard to watch the number of Palestinians that are being killed – innocents,” Albright began. “It is hard to dispute the fact that, as Prime Minister [Benjamin] Netanyahu has said that, in fact, there are innocents being put in the way in order to act as shields.”

“But the bottom line is, I think that this is hurting Israel’s moral authority,” she continued. “I think it looks as though they’re overdoing, which is why I think there has to be more emphasis on the fact that they have accepted the cease-fire. And then try to figure out who has any influence over Hamas in order to get them to accept a cease-fire.”

Over 600 Palestinians have died as the fighting between Hamas militants and Israel, most of them civilians. While just 27 Israelis have died in the fighting, almost all of them soldiers with the Israeli Defense Forces.

Whenever asked, Israeli officials inform those who ask about the body count disparity that they will not apologize for the fact that Israel not only aims to protect their civilians from attacks by Palestinian militants but is also especially good at it.

Those with stature like, America’s former chief diplomat, nevertheless lend credence to the notion that Israel should be somehow ashamed of the number of Palestinian lives lost in this conflict in spite of the IDF’s well-documented efforts to minimize those casualties.

Albright’s incoherent statement comes at a time when 28 European Union foreign ministers issued a statement condemning the firing of rockets from Gaza into civilian areas of Israel. “These are criminal and unjustifiable acts,” the statement, which demanded that Hamas “disarm” and “renounce violence,” read.

This confluence of events puts Albright to the left of Europe on the issue of Israeli self-defense — not a credible place to be. Remember, though, it’s the members of George W. Bush’s administration that lack credibility on issues relating to foreign affairs. Why do we keep forgetting that?

5 April: Homes hit
Cause of error: Missiles fall short

The 13th night of air strikes included the first major Nato blunder when an attack on a barracks on the southern mining town of Aleksinac resulted in missiles striking a residential area.

Serb TV reported at least five dead and at least another 30 injured when the three missiles fell 600m short of their target.

The missiles struck apartments, an “emergency centre” and a medical dispensary, TV reports said.
Commenting on the incident, Air Commodore David Wilby of Nato said “It is possible that one of our weapons fell short of the target.

“Despite our meticulous and careful pre-attack planning, the law of statistics will, at some stage, go against us and we will be exposed to technical defect.”

12 April: Train destroyed
Cause of error: Timing

Russia and China lodged protests after Nato’s raid on a railway bridge hit a passenger train, killing 10 and leaving 16 injured.
The Belgrade-Salonika train had been crossing the bridge near Leskovac, southern Serbia as the air-launched missile released several miles away reached its target.
Showing missile-cone video footage of the attack, Nato’s commander of European forces Gen Wesley Clark said: “You can see if you were focusing right on your job as a pilot how suddenly that train appeared. It was really unfortunate.”

14 April: Refugees bombed
Cause of error: Mistaken identity

After days of speculation, Nato leaders said the alliance was responsible for two attacks on Kosovo convoys, both of which might have included refugees fleeing western Kosovo.
The alliance said that its pilots had been hunting Yugoslav units burning out villages in western Kosovo but Serb media said the attack left 70 dead.
The picture was further muddied after it was revealed that a recorded debriefing of a Nato pilot, released to the media, was not the airman responsible for the strikes.
“This is a very complicated scenario and we will never be able to establish all the exact details,” said US General Daniel Leaf.

27 April: Civilian homes struck
Cause of error: Imprecise targeting

Serbian officials reported that Nato killed at least 16 civilians after two missiles hit a residential area in the southern town of Surdulica.
The alliance said that it had struck an army barracks – but did not rule out civilian deaths.
Speaking at Nato HQ, General Giuseppe Marani said: “After more than 4,000 attack sorties, one bomb went astray. We put all our effort in avoiding collateral damage. “Things like this can happen and in fact they happened.”

1 May: Bus bombing
Cause of error: Pilot did not see vehicle

At least 23 people died when a Nato missile aimed at the Luzane bridge north of Pristina hit a passenger bus.
News reports on Serb television showed that one part of the vehicle had plunged off the bridge while the rest had burned for more than an hour.
Nato’s Colonel Konrad Freytag said: “Unfortunately, after the weapon’s release, a bus crossed on the bridge but was not seen by the pilot whose attention was focused on his aim point during weapon trajectory”.

Cause of error: Stray bomb

Nato admitted that a cluster bomb aimed at an airfield in the Yugoslav city of Nis hit a hospital and a market, killing 15 civilians.
Local officials said that a further 60 people were injured in the daylight attack which left unexploded cluster bombs lying in gardens.
Nato’s Major General Walter Jertz said: “I can tell you that we did not target – repeat we did not target – civilian hospitals and we do not target any civilian targets whatsoever.”

May 13: Kosovo village bombed
Cause of error: Nato defends action

At least 100 civilians died after Nato bombed what it said were “legitimate military targets” in the village of Korisa, southern Kosovo.
Footage broadcast by Serbian TV showed charred remains, including at least two children, smouldering homes and burning tractors.
The BBC’s correspondent in Pristina, Jacky Rowland, reported that forensic teams were trying to piece together human remains to establish the exact death toll.
The alliance rejected reports that it had used cluster bombs – a weapon designed to target humans.
In a statement, Nato said that it deeply regretted any accidental civilian casualties and that military equipment had been seen in the area.

May 19: Belgrade Hospital struck
Cause of error: Missed target

Serb officials say that a Nato bombing attack led to the deaths of at least three patients in a Belgrade hospital.
Parts of the Dragisa Misovic hospital, near a barracks in the Dedinje district, were reduced to rubble.
State television reported that emergency services evacuated infants and pregnant women. One woman was in labour when the bombs hit, the report said.
Serbian Deputy Premier Milovan Bojic said that Nato’s actions had been “something history and mankind would never forget”.
Nato’s spokesman Jamie Shea said the weapon missed its target by 1,500ft because of technical reasons.
He said that Nato had no information on civilian damage.

May 30: Civilians die on bridge
Cause of error: Civilians caught in “legitimate bombing”

At least 11 civilians were reported killed and a further 40 injured when Nato bombers mounted a daylight raid on a bridge in Varvarin, south-central Serbia.

Yugoslav news agency Tanjug said local people were attending the town’s market when the attack happened at 1pm local time.

Witnesses said four cars fell into the River Velika Morava. Rescuers who went to aid of the injured were hit in the second attack.

Nato spokesman Jamie Shea said the alliance had bombed a “”legitimate designated military target”.

“There is always a cost to defeat an evil,” he said. “It never comes free, unfortunately. But the cost of failure to defeat a great evil is far higher,” said Nato spokesman Jamie Shea.

May 30: Nato hits old people’s home
Cause of error: Misguided bombs

Yugoslavia reported that at least 20 people lost their lives when Nato bombs hit a sanotorium and neighbouring old people’s home in Surdulica, south-east Serbia – the second loss of civilian life in the town since bombing began.

Nato spokesman General Konrad Freitag said that warplanes struck an ammunition storage depot and a military barracks.

“Nato cannot confirm any Serb claims of casualties or collateral damage,” he said. Earlier, Tanjug said that Nato hit a car carrying western journalists in Kosovo.

The driver of the car, an interpreter, was killed in the explosion. The passengers, an Italian, French and British journalist – Eve-Ann Prentice of The Times newspaper – suffered injuries.

May 31: Apartment block struck
Cause of error: Bomb overshoots target

In the third Nato blunder in 26 hours, alliance missiles hit an apartment block in Novi Pazar, south-west Serbia, killing at least 11 people and injuring a further 23 residents.

Tanjug said that 20 missiles fell on various targets in Novi Pazar with the apartment taking a direct hit. More bodies were believed buried in the rubble.

The news agency also reported that Nato’s targets had included a publishing house, printing presses and regional television and radio headquarters close to a hospital and a bus station.

Nato admitted that a bomb went astray during an attack on an army barracks.

Alliance spokesman Jamie Shea said that five out of six munitions hit the target but one overshot its by about 60 metres.

It’s always interesting to see how a liberal mind perceives ideas and statements.
It is no wonder that University’s are primarily liberal, I don’t think a liberal could pass a course based on logic. Nor could they pass a course that makes sense, it has to be a course taught by a liberal, for a liberal to understand.

Your post is a perfect example, everything has to be spelled out in exact liberal language or it’s just a big “HUH?”

It took NATO 78 Days to kill 500 civilians. It took the IDF less than a week to reach the same tally.

This conflict began because three Israeli teens were murdered. The Yugoslavia campaign began because of the hundreds of thousands of displaced civilians and the deaths of thousands.

It is not in Israel's interest to kill so many civilians and the actions taken by the Likudniks draws attention away from the very real threats posed by ISIS, Boku Harem, and the situation in Ukraine. Israel has every right to respond militarily but they are undermining themselves with so many civilian deaths. They are doing exactly what Hamas wants them to.

Here’s a transcript of Netanyahu’s remarks yesterday: “As I’ve said many times, the United States has a right to defend itself against terrorist attacks from Al Qaeda. And as a result of its war in Afghanistan, and drone strikes in Pakistan and Yemen, the United States has already done significant damage to Al Qaeda’s infrastructure. I’ve also said, however, that we have serious concerns about the rising number civilian deaths from drone strikes and the potential loss of American lives from terrorism. And that is why it now has to be our focus and the focus of the international community to bring about a cease-fire that ends the fighting and that can stop the deaths of innocent civilians.”

let’s play a logic game. I’ll posit four assertions.
1) A deliberately targets B’s civilians
2) B deliberately tries to prevent killing A’s civilians
3) A has suffered vastly more civilian deaths than B
4) B has vastly better ability to target attacks

There’s no logical construction by which these 4 statements can all be true. Obviously A is Hamas and B is the IDF.

3 and 4 are established facts. 1 is not in dispute. That leaves 2 as the obviously false statement.

Not only that but we have plenty of examples of IDF deliberately murdering harmless children for being the wrong race.

While America, the European Union, and the UN give lip service to the notion of an independent Palestinian state with East Jerusalem as its capital, no one bothers to ask Palestinian residents of the Holy City what they themselves prefer. A little-noted but significant survey from the respected firm Pechter Middle East Polls found that only 30 percent of East Jerusalem’s 280,000 Palestinians would prefer to live in a new nation of Palestine in the event of a two state solution, while a full 35 percent would choose to live in Israel.

Moreover, the survey showed 40 percent of Palestinians saying they’d want to move to Israel if their neighborhood became part of Palestine. These startling numbers show why a peace settlement has proven so elusive: among the biggest concentration of Palestinians in the world, a plurality prefers Israeli citizenship.

2) B’s Home Front Command tells B’s citizens how to protect themselves in case their buildings have no shelter
3) B forbids any construction – collective or individual – not equipped with a shelter or shelter rooms.
4) A is using all the concrete and steel delivered to it as per the 2012 cease-fire agreement to build tunnels going deep into B’s territory instead of using it to provide shelters to A’s population.
5) A is bombing B’s cities indiscriminately and without warnings (it’s their whole point, actually)
6) A is deliberately A’s population as human shields and boasts about it on TV
7) B has vastly better ability to target attacks
8) B warns A’s civilians before attacks, and calls off missions when they are seen in the vicinity of targets
9) A has suffered vastly more civilian deaths than B
10) B is deliberately targeting A’s civilians

1) 2) 3) 4) 5) 6) 7) 8) are established facts that can be verified easily

9) is a consequence of 1) 2) 3) 4) 5) 6) 7) 8)

Logically, 10) is the false proposition.

No it began because Hamas has been rocketing Israeli civilians for years, specifically targeting schools. They don’t get points for being so ignorant and backward that the missiles usually miss their target.

“Civilians” according to whom? Hamas who deliberately uses civilians as human shields? As someone else said, Israeli uses weapons to protect its civilians while Hamas uses civilians to protect its weapons.

“This conflict began because three Israeli teens were murdered”

No it began because Hamas has been rocketing Israeli civilians for years, specifically targeting schools. They don’t get points for being so ignorant and backward that the missiles usually miss their target.

The Palestinians are the luckiest motherf*ckers in the world to have Jews as enemies. Because if they tried that schoolkid-rocketing, suicide bombing, terrorist crap on anyone else they would have been ground into dust like Carthage a long time ago with tens of thousands of deaths. And nobody else would have given a damn, especially you, Tlaloc, coolrepublica, LFOD and the rest of the Hamas apologists.

Now, and not for the first time, Hamas has been discovered caching rockets at a school. Those are your buds, own it pal.

FOAF on July 22, 2014 at 11:10 PM

So how are you sure that Israel is targeting (and hitting) only legitimate targets? Because there can be legitimate questions about whether all of the people targeted were terrorists, and whether Israel is indeed doing its best to only hit terrorists and not causing unneeded collateral damage. I understand that Hamas does use human shields, but it looks like a fair number of the victims are women—not the children that Hamas allegedly uses.

jim56 on July 23, 2014 at 12:05 AM

My apologies. The video I linked to above is old and is not related to the current operation. It shows Hamas maintaining its rule over its opponents, mainly PLO members.

Shy Guy on July 23, 2014 at 12:10 AM

“whether Israel is indeed doing its best to only hit terrorists and not causing unneeded collateral damage”

Who defines “best” and “unneeded” when you’re going up against a gang of savages like Hamas that glorifies the death of its own people? Israel has OVERWHELMING firepower (not just nukes) to use against Gaza which has been the source of rockets targeting Israeli civilians for years. If they were *trying* to kill Palestinian civilians there wouldn’t be any left by now. The number one justification for the existence of any government is to protect its people from external attack and Israel is trying to do so with vastly more regard for enemy lives than most nations would *especially* in the Middle East. And certainly more than Hamas has for its own people.

.
There’s no question that Hamas is using non-Hamas civilians of ALL ages and genders to protect their weapons.
.
There’s no question that Hamas launched rockets at Israel.

What I question (totally) is the premise that these initial rocket launches against Israel, can be blamed on some ‘provocation’ on the part of Israel.

There is no Palestine, are there are no Palestinians.
There’s only Syrian migrants residing in Gaza.
.
Hamas does NOT represent the interests of the inhabitants of Gaza. Their ONLY reason for being in Gaza is to make Israel non-existent . . . . . period.

Nobody faults them for protecting their own people, rather it’s the way they ruthlessly butcher palestinian civilians that causes a bit of a problem.

let’s play a logic game.

Tlaloc on July 22, 2014 at 8:57 PM

All four can easily be true. For example, if A is so inept that they fail to kill any of B’s civilians then 3 is true even if B only kills one of A’s. Do you think that a single civilian death would, in that case, disprove 2?

Statements 1 & 2 are best demonstrated by the ratio of civilian casualties to military ones. Because 3 isn’t about a ratio, it can be true or false regardless of 1 and 2.

The truth is that A sucks so bad at everything they do that it’s impossible to draw any conclusions based on comparing their results to B’s.

Pythagoras on July 23, 2014 at 2:49 AM

Perhaps Israel should not fight until they are in enough danger of extinction that they do not care who they kill.

They should fight a real war instead of a cross between a police action and war. And kill meaningful detractors.

Israel is in danger of extinction at the hands of the US, who apparently thinks it is cool for Iran to have nukes.

Today, in the course of the regular inspection of its premises, UNRWA discovered rockets hidden in a vacant school in the Gaza Strip. As soon as the rockets were discovered, UNRWA staff were withdrawn from the premises, and so we are unable to confirm the precise number of rockets. The school is situated between two other UNRWA schools that currently each accommodate 1,500 internally displaced persons.

Nice try. How about this one?

KABUL, Afghanistan — The U.S. commander of Western forces in Afghanistan, Gen. John Allen, traveled Friday to a province outside Kabul to apologize for an American airstrike that Afghan officials said killed 18 civilians.

Western military officials said the predawn raid on Wednesday was aimed at a Taliban commander and his associates in Logar’s Baraki Barak district. But local officials said bombardment killed not only insurgents, but 18 women and children — most of them wedding guests — in a structure adjacent to the one that was targeted.

It is not in Israel’s interest to kill so many civilians and the actions taken by the Likudniks draws attention away from the very real threats posed by ISIS, Boku Harem, and the situation in Ukraine. Israel has every right to respond militarily but they are undermining themselves with so many civilian deaths. They are doing exactly what Hamas wants them to.
