Time to declare martial law in … Chicago?

No one doubts that Chicago has a significant problem with violence. As of Monday, the city logged its 200th homicide this year, a shooting that followed a dozen other shooting murders over the Independence Day holiday weekend, and dozens of more wounded in other incidents in the same time frame. It’s worth noting, though, that this is the latest the city hit its 200th homicide in the last four years, according to Red Eye Chicago, and that the homicide rate is down 4% over last year, which was the lowest year for Chicago homicides in nearly 50 years.

Still, it’s looking pretty violent on the streets of the Windy City, despite having some of the toughest gun-control laws in the nation. It’s so violent out there that Roland Martin calls for the National Guard to impose something very akin to martial law on the streets of Chicago to save what he calls … “Chiraq”:

A major American city is quickly being lost to guns, gangs, drugs and hopelessness, and political and business leaders are giving lip service to the problem. Yet while our politicians dither, the city’s Southside and Westside residents are living in perpetual fear, afraid to walk the streets.

It’s time for Mayor Rahn Emanuel to put his ego and political ambitions aside. It’s time for him to ask the state police and the National Guard to come into Chicago and assist the police department in regaining control of the city’s streets.

Except that he’s not really limiting their role to simple law-enforcement assistance:

Some critics have said that putting troops on the ground is the wrong signal to send. I disagree. There is no reason the National Guard can’t drop a dragnet over the hot spots in Chicago. They can erect barricades and check points, inspect cars, confiscate guns, run warrant checks and shut down the cartels in the city.

In effect, Chicago needs a troop surge like what we saw in Iraq and Afghanistan. If we wanted to make the lives of residents there safer, why not do the same for Americans?

Perhaps because law enforcement in the US is properly left to civilian authority? And how, precisely, would the National Guard “shut down the cartels in the city”? The implication here is that they would do so through a military occupation that bypassed civil law, even though the National Guard has no idea who these cartels are and no expertise in “shutting them down.” Martin treats the National Guard like a Deus ex machina law-enforcement organization rather than the reserve military and logistical power that it actually is.

The National Guard can get mobilized by governors to address emergency situations, but that’s almost always in the context of providing logistics for relief efforts after natural disasters. In some cases — Hurricane Katrina was one — the National Guard does provide for law enforcement, but that only happens when civilian authority collapses.  Civilian authority hasn’t collapsed in Chicago, and as the statistics suggest, it’s far from the worst Chicago has handled without calling for martial law and the suspension of the Fourth Amendment.

Maybe Martin should listen more carefully to “some critics,” who seem to have a better grasp on both the law and reality.  And while it’s considered trite to mention this, maybe Chicago should rethink their enthusiasm for gun-control laws that clearly don’t keep firearms out of the hands of criminals, but ensures that most of the potential victims are defenseless. That way, Chicago might not need the National Guard or the Super Friends Justice League to impose martial law, and some criminals might have second thoughts about operating in the Windy City. At the very least, it would be a novel — and constitutional — approach to the chronic problem.

I think that’s a very debatable point, Ed. Perhaps not in some places, but it certainly appears to have done so in some neighborhoods. Of course, that’s mainly a failure of will, in the long run.

The above statement isn’t exactly true. The National Guard was on the ground doing law enforcement for a couple years post-Katrina but it wasn’t because civilian authority collapsed but because the NOPD simply could not patrol the portions of the city that had been largely abandoned. They however did not get tasked with erecting barricades and check points, inspecting cars, confiscating guns, running warrant checks and shutting down cartels.

I heard Juan Williams make the same point about D.C. He said the problem is all the guns available from Virginia. The fact notwithstanding that gun dealers in Virginia can’t sell a handgun to a D.C. resident. My question is if availability of guns is the problem why don’t the surrounding areas where guns are readily available have skyrocketing gun crime like the areas with draconian gun laws? Probably something caused by Bush or the Tea Party.

A gun is an inanimate object. Guns don’t self-operate. The problem is that the guns are being fired by gangs who are predominantly of demographics the left doesn’t like to stereotype as criminals. Gangs who sell drugs and kill one another during turf battles.

The reality is that those with guns in Chicago are not going to be dis-armed by tougher gun laws in Indiana or Wisconsin. Gangs will still have guns even if law-abiding citizens do not.

ex-mp (late 80′s) here, we were trained for stuff like this.
it involved a lot of stuff you don’t want to see happening.
the training implied it was not for use on US citizens but we always questioned that and whether we would follow orders. we were in germany so we were pretty sure that would not be an issue but for stateside people it could be.

Agreed on that part. The state police thing is probably not a bad idea though as the Chicago police are probably a large part of the problem.

Ed, I rarely disagree with you on small things, let alone on something that I consider being ‘big enough’ to speak-up over (deep breathe … here it comes ) . . . . .

Am I really being too ‘nit-picky’ in requesting that the word “violent” and “violence” not be used in this context ?

The word is becoming perverted to the point that any activity that qualifies as/for the dictionary definition of “violent” is going to arbitrarily be categorized as BAD (wrong, evil, inappropriate, unacceptable, intolerable, etc), and be subject to ‘abolition.’

But because “violence” is only two syllables, it comes from the brain and out of the mouth much easier than ‘homicidal anarchy’, or even ‘lawlessness’. The word “murder” could be used, so why isn’t it ?
.
Any activities that would by their very nature be considered “violent” (dynamite in a quarry, swinging a hammer, a shot-charge or bullet being propelled down and out of a barrel, any athletic activity you care to name) could lose their status of being ‘acceptable’, or downright ‘beneficial’.

Over the Fourth of July weekend, something like 80 people were shot in Chicago, about a dozen fatally. The news story that I have seen only once, on the Chicago Tribune web site, was that a shooter opened fire on a large group of people leaving a party, but a “military member” with a concealed carry permit fired two shots, hitting the bad guy both times. Bad guy in critical condition. Probably saved a handful of lives, at least. Two of the fatalities were shot by the Chicago Police when they pulled guns on the cops. (I believe there were five shootings by the police last weekend.) One was 14 years old, the other 16. It is that bad.

When Chicago starts punishing people who commit violent crimes so that these gangbangers and other thugs know if they get arrested they’re going to prison for years, not four months if they go at all, the crime rate in Chicago will go down. It worked in NYC, and there’s no reason it wouldn’t work in Chicago.

I am a CPD officer, Here are the totals: 82 people shot, 16 DOA, 8 officer involved shootings (5 of them with hits on the offenders, 2 offenders DOA), 78 TRR’s (use of force reports) generated by CPD officers. This doesn’t include the mayhem that occurred at our tourist attractions Navy Pier and the Michigan avenue shopping district. Numerous muggings and battery’s occurred at these locations. Many officers here support the recent concealed carry laws and think they are still too restrictive. In fact This last week we had a person that had a concealed carry permit defend himself against an armed assailant within the city.

This is a preview for America once lefties find a way to make gun ownership illegal. Once the violence gets out-of-control (by design) they can impose martial law with no one to stop them. Then conservatives can be weeded out at checkpoints and made to disappear.

At least they admit it now.

Unless the other three didn’t involve the police firing their weapons, I would say that’s a pretty bad percentage (5/8). Unfortunately, that is about par for police in large cities everywhere. (Well, except for LA, where 2/100 appears to be the average…….)

I said this upstairs in the Headlines. The country needs another paradigm shift back to traditional values:

Until you tackle the fact that kids are basically growing up feral in parts of the inner cities, nothing is going to change.

Promote marriage and responsibility. Get a dad back in the homes. Learn proper English. Value education. Promote hard work. Shun popular culture. The illegal guns will go away when there is no need for them.

That’s not r-r-r-racist, that’s caring.

It’s stupid to bring in the National Guard. Stupid. When all you have is a hammer, everything looks like a nail.

It’s also kind of weird that Chicago, one of the most Progressive big cities in all of North America, is also the most racially segregated. Why do the Progressive white people in Chicago do everything they can to keep poor blacks out of their neighborhoods and schools? Weird.

But because “violence” is only two syllables, it comes from the brain and out of the mouth much easier than ‘homicidal anarchy’, or even ‘lawlessness’. The word “murder” could be used, so why isn’t it ?
