Al-Qaeda ‘decimated?’ Study shows terror groups, attacks on the rise

posted at 8:01 pm on June 25, 2014 by Noah Rothman

George W. Bush had one politically devastating “mission accomplished” moment. Obama has had over 30 of them.

During the 2012 presidential campaign, the president regularly touted his administration’s successful execution of the war against Islamic terrorism. Obama and his allies often described al-Qaeda as “decimated” and “on the run,” but a new report suggests that the terror group and its affiliates were growing in numbers and operational capacity even then.

According to a RAND corporation study, there has been a 58 percent increase in the number of jihadist groups since 2010 as well as a “doubling” of Islamic fundamentalist fighters and a “tripling” of the number of attacks carried out by al-Qaeda affiliates.

The study examined thousands of unclassified and declassified documents to create a database of information on the number of jihadist groups, the numbers in their ranks, and their activity.

“One reason for the increase in groups, fighters and attacks is the weakness of governments across North Africa and the Middle East,” the RAND release asserted. “Weak governments have difficulty establishing law and order, which allows militant groups and other sub-state actors to fill the vacuum.”

“After more than a decade of war in Afghanistan and Iraq, it may be tempting for the U.S. to turn its attention elsewhere and scale back on counterterrorism efforts,” the study’s author and RAND International Security and Defense Policy Center Director Seth Jones said. “But this research indicates that the struggle is far from over.”

As reluctant as the present administration may be to agree with Jones, they appear to recognize the pressing nature of the threat to national security posed by the proliferation of jihadist groups.

U.S. officials confirmed on Wednesday that both Iranian drones and Syrian fighters conducted surveillance and combat missions over Iraq on Tuesday. Secretary of State John Kerry warned that Iraq, where ISIS fighters have captured large swaths of territory, may “act as a flashpoint” for the ignition of a region-wide sectarian war.

Meanwhile, ISIS continued its advance throughout the country on Wednesday. Sunni militants captured a series of small oil fields and mounted an attack on one of Iraq’s largest air bases. The government in Baghdad also warned that Sunni militants were closing in on Iraq’s Haditha Dam about 120 miles north of Baghdad, the second largest dam in Iraq which they warned would cause catastrophic flooding and damage if it was sabotaged.

This new report is racist and islamophobic.

“Decimate” literally means “to kill 10% of a group”. The Romans used to use decimation as a punishment for a town or province that rebelled. They would come in, line up all the men, and kill every 10th man.

It was pretty effective, but it left 90% of the men alive.

myiq2xu on June 25, 2014 at 8:11 PM

The author really needs to learn that Al Qaeda isn’t just some placeholder meaning “any terrorist group.”

Your objection is no different than saying “Bob said GM was doing badly but there were more total cars sold this year than last!”

Yeah GM doesn’t make all cars, congratulations on that trenchant insight.

Yeah Al Qaeda doesn’t launch all terror attacks, congrats on that trenchant insight.

Decimated means to destroy 10% of something. I think the president must have meant it literally.

It’s like saying the Second Battalion was decimated in battle. It may be true, but it doesn’t mean much. There will be replacements for lost casualties for the Second Battalion/Al-Qaeda, and Islam has a lot of other ‘battalions/organizations’ to continue the fight.

We are fighting the flames, not the fire.

1: its too late now to do anything. gains we made in both places are lost due to political ineptitude and cowardice.
2: as long as we are using soldiers as (basically) security forces and worrying more about who not to kill/what building not to level vs who to kill and how to level that building then we will never win a war.
All it does is make our soldiers get hurt for stupid political reasons. If you go to war then go to war to win. theres no such thing as a fair fight, fight to win.

Bmore on June 25, 2014 at 8:36 PM

In 2012 Obama actually said “Al Queda is on the path to defeat and Bin Laden is dead.” Now Bin Laden is supposedly dead, I haven’t seen the body, but Al Queda isn’t on the path to defeat nor was it then. Al Queda and myriad other terrorist groups are in the ascendent. Coming soon to a city near you. They’ll see us in New York.

You are right. But the term has gained popularity as another word for destroy, even though the classical meaning was to “reduce by 10 percent.”

I’m a reporter for a newspaper, and when I first started writing stories, I was surprised to find that the “destroyed” usage was proper AP style.

It bothers me to see it used as “destroyed,” but words do change meaning over the years and the new usage becomes acceptable.

It’s like “slighted”, which originally meant to destroy the outer walls of a castle to render it incapable of being practically defended. Today, it means to insult or belittle a person or group.

I use “decimate” in the Roman sense, on the rare occasion that I use it at all. If something is destroyed, call it destroyed. Mush simpler all around.

Oh what a tangled web we weave
When there is Affirmative Action to achieve
And with thy foul ally NY Times to deceive
Dastardly deeds did thy foul hand achieve
But thanks to the Timea no one will believe
But warriors weep and their wives do grieve
The nation’s grandest hour is the day you leave
But the damage is done with little to retrieve

Terrorist attacks on the rise? Just wait till the jihadis establish a terror state in the country formerly known as Iraq. We ain’t seen nothing yet. The Caliphate is about to become reality and The Won dithers between golf, fund raising and destroying our Southern border.

307wolverine on June 25, 2014 at 9:32 PM

Look up the origin of the term decimated. I believe its a roman/latin term. It means to reduce by 10. Roman legions that did not perform up to standards would have 1/10 of their soldiers put to death by the commander. The commander would choose 1/10 of his army randomly to be put to death as a way of inspiring others to perform in battle.

jaywemm on June 25, 2014 at 9:37 PM

The Choom Gang violated the first principle of modern war.

Once you have them, don’t let up until they’re destroyed.

They gave them 5 years to rebuild.

Decimation is forcing a disreputable unit to execute 1 out of every 10 men by making the other 9 kill him.

Legendary for knocking an outfit back into shape.

Yes. Once again Obama doesn’t know what he is talking about. Even though he went to in ivy league school i did not. Just enjoy reading history, thats all. Its said that this protocol was still being employed in WWI. Maybe even the Ruskies used it to inspire the tank riders in WWII, that i do not know but must have been a hellish experience

Maybe because they aren’t al qaeda? See understanding that might explain why people keep saying it.

There’s more than one group of angry muslims. In fact there are hundreds of different groups.

It’s kind of hard to listen to foreign policy advice from people who think the Muslim Brotherhood, ISIS, Jaish-e-mohammed, al-Aqsa, Hezbollah, and Al Qaeda are all the same thing.

Ignoring what connects them is as foolish as ignoring their fractures. When all is said and done, we are all infidels to them.
