CNN reporter: VA can’t be fixed without a total gutting

CNN reporter Drew Griffin has owned the revelations surrounding the Department of Veterans Affairs and their scandalous treatment of military veterans. After a year of investigation, he broke the story involving the creation of secret waiting lists at a Phoenix VA hospital where 40 vets died awaiting care. Griffin’s reporting led to the uncovering of several more secret waiting lists – a revelation that forced President Barack Obama to accept the resignation of his VA secretary, Gen. Eric Shinseki.

On Monday, Griffin discussed a new report from an independent government oversight agency which found that VA has been ignoring whistleblowers for years. “Too frequently, the VA has failed to use information form whistleblowers to identify and address systematic concerns that impact patient care,” read a letter from the U.S. Office of Special Counsel addressed to the president.

“In 10 different cases across the country, specific examples, where they believe a whistleblower came forward, veterans were harmed, nothing happened,” Griffin said. “[It’s] been going on for a couple years.”

As an example of how neglectful the VA’s process of providing care to vets has been, Griffin cited one example in which one veteran applied for mental health care in 2003 and did not received a psychological evaluation until 2011. “It’s crazy,” Griffin added.

“Based on everything I know, to date, I don’t think that the VA can fix itself,” the CNN reporter declared. “I don’t know how you fix this. I really don’t know, if I was going to give advice, where you would give it, other than I would blanketly throw out every senior manager in the VA.”

“There is an entire bureaucracy here that has been allowing this to happen for years, and years, and years,” Griffin concluded. “I don’t know how you get one administrator at the top who is going to somehow change the culture without throwing out all these people.”

Meanwhile, an investigation from the Tampa Bay Times suggested that a rule change implemented in 2010 allowed administrators to lengthen waiting times for vets. VA critics allege that this change was an part of an effort to make VA hospitals’ performance look better than it actually was.

But about 2010, the VA allowed its hospitals to lengthen to 120 days the time veterans must wait without an appointment before they are put on the waiting list, potentially cutting thousands of veterans across the nation from the list, according to a Tampa Bay Times review of VA records and interviews.

The time frame is now 90 days.

Some critics say the changes were a deliberate ploy by VA leaders to make this much-watched measure of hospital performance look better than it actually was.

But some VA administrators claim that the once chronic problems at the VA are being addressed.

“If there is one message I’d want your readers to get,” said Dr. Carolyn Clancy, a VA assistant undersecretary of health for quality, safety and value, “is that it is a new day” at the VA.

Not according to the Office of Special Counsel.

A good place to start would be to fire anyone who’s not a veteran. Secondly, if you are a veteran, and participated in this sham, you should be fired too. There are few people who don’t believe that, if the veterans were given a credit card to go into the open market, this wouldn’t have happened, so veterans don’t have to get care that’s better than anyone else, but they shouldn’t be getting worse.

“At VA, we depend on the service of VA employees and leaders who place the interests of Veterans above and beyond self-interest, and who live by VA’s core values of Integrity, Commitment, Advocacy, Respect, and Excellence.

“I respect and welcome the letter and the insights from the Office of Special Counsel. I am deeply disappointed not only in the substantiation of allegations raised by whistleblowers, but also in the failures within VA to take whistleblower complaints seriously.

“VA accepts the OSC recommendations in today’s letter to the President. Accordingly, I have directed a comprehensive review of all aspects of the Office of Medical Inspector’s operation, to be completed within 14 days. This will include a review of process, structure, resourcing, and how recommendations are tracked and reviewed. Additionally, this review will include consideration of personnel actions and will designate an official to assess the conclusions and the proposed corrective actions in OSC reports.”

Acting Secretary Gibson sent a message to all VA employees on June 13, 2014 regarding the importance of whistleblower protection and has met with employees at VA Medical Centers across the country to reemphasize that message.

“I reminded all 341,000 of our employees that we must protect whistleblowers and create workplace environments that enable full participation of employees,” Gibson added. “As I told our workforce, intimidation or retaliation – not just against whistleblowers, but against any employee who raises a hand to identify a problem, make a suggestion, or report what may be a violation in law, policy, or our core values – is absolutely unacceptable. I will not tolerate it in our organization.”

Such employees already have more than sufficient legal protections, and giving collective bargaining rights to public sector unions is idiotic. The earthquake was widely felt in Adak, one of the largest cities in the affected area about 1,300 miles southwest of Anchorage. Shaking could also be felt in Shemya and other villages along the sparsely populated Aleutian Islands.

Shemya Island is where the U.S. military operates Eareckson Air Station, which serves mainly as an early warning radar installation.

The earthquake recorded at 12:53 p.m. Alaska Daylight Time was initially reported with a magnitude of 7.1, but that was upgraded to 8.0, Ruppert said. The quake was centered about 13 miles southeast of Little Sitkin Island or 25 miles north Amchitka Island.

Amchitka is where the government tested nuclear weapons underground in the 1960s and 70s. The tests included one of the United States’ largest nuclear explosions ever.

The quake was recorded at a depth of 60 miles, which is relatively shallow for an earthquake in the Aleutian Islands. The shallower the quake, the more likely it will be felt.

The quake was followed 18 minutes later by a magnitude-6.0 aftershock, and at least three more aftershocks followed with magnitudes ranging from 4.8 to 5.9.

Because some vets like me need it. Civilian Health care vouchers for Vets wont work, trust me. The reimbursement rate for those would be lower than Medicare/Medicaid rate and no decent doctor would take them. Heck Doctors around me are refusing to take new Medicaid patients due to the expansion from Obamacare because of crappy reimbursement rates.

I qualify for Tricare also as I retired with 21 years, but the co-pays for prescriptions and Doctors visits are getting out of hand. We do not live near a Military Treatment Facility to take advantage of the free Health Care we were promised, so we have to use a Civilian Doctor or the VA. I use the VA for some stuff and a Civilian Doctor for everything else.
