Military pressing Obama to stop “zero option” in Afghanistan; Update: AP: Obama approves residual force of 9800; Update: Zero option by 2016

posted at 10:41 am on May 27, 2014 by Ed Morrissey

Last week, Eli Lake reported on a growing rift between the White House and the defense and intel communities on the threat assessment of al-Qaeda, especially in relation to the expected NATO withdrawal from Afghanistan at the end of the year. Lake follows up today at The Daily Beast by taking a closer look at the split on Afghanistan, and the Pentagon’s opposition to the “zero option” of complete withdrawal. With an al-Qaeda renaissance taking place in the country, even a 10,000-troop residual force may not be enough to combat it:

Pressure is mounting on President Obama to keep at least 10,000 U.S. troops in Afghanistan for years to come. Some top intelligence and military officers now fighting that war say the number of troops under consideration by the White House should be just enough to prevent al Qaeda from re-establishing a safe haven. Others aren’t so sure that even the 10,000 can keep the terror group and its allies at bay.

The stakes in the troop decision couldn’t be higher. Not only will it help shape the relationship between Obama and his national security state during the president’s final years in office, but in a very real way, the decision could determine the final outcome of America’s longest war. There are top military and intelligence officials who are deeply concerned about what the president might do next.

“The bottom line is that 10,000 troops is not enough to deny al Qaeda sanctuary in Afghanistan,” one U.S. intelligence officer told The Daily Beast. “As a result, they will come back. We have decided as a political leadership that we can live with this.” …

While 10,000 U.S. forces in mid-2014 represents what looks like the limit of what Obama may agree to leave in Afghanistan past 2014, at one point it was considered the bare minimum. Dunford’s predecessor, Gen. John Allen, recommended in 2013 that Obama leave 20,000 troops in Afghanistan past 2014 and said 10,000 troops would represent a “high-risk option,” according two U.S. military officials who worked on the planning documents.

Is Obama listening to this advice? In remarks yesterday at the Memorial Day service at Arlington, Obama hinted at leaning toward full withdrawal as he highlighted the coming end of the war in Afghanistan:

On the other hand, the Associated Press drew a very different conclusion after Obama’s remarks to the troops in Afghanistan:

President Barack Obama slipped into Afghanistan for a surprise visit Sunday and made clear that the U.S. will likely maintain a limited role here even after its combat mission ends this year and America’s longest war comes to a close.

“America’s commitment to the people of Afghanistan will endure,” he pledged.

Speaking to troops gathered in an airplane hangar on this sprawling military base, Obama said the war had reached a pivotal point, with Afghan forces assuming primary responsibility for their country’s security. But while many of the 32,800 U.S. forces now in Afghanistan will leave in the coming months, Obama said a continued military presence could help protect gains made during nearly 13 years of fighting.

“After all the sacrifices we’ve made, we want to preserve the gains that you have helped to win and we’re going to make sure that Afghanistan can never again, ever, be used again to launch an attack against our country,” Obama declared. …

The president appeared optimistic that the Afghan government soon would sign a bilateral security agreement allowing the U.S. to keep some forces in the country to train Afghans and launch counterterrorism operations. He has been considering keeping up to 10,000 troops in Afghanistan and said he would announce his decision shortly.

I’d expect to see Obama do both — declare victory, and keep 10,000 troops in Afghanistan. The zero-option turned into a political, tactical, and strategic disaster for the US in Iraq, leaving us without an option to put pressure on AQ’s back door in western Iraq while hijacked the Syrian civil war. It also abandoned Iraq to Iran’s influence, whereas the residual forces that Nouri al-Maliki wanted could have provided us at least some leverage in Baghdad. With Hamid Karzai out of the way, there’s no good reason to repeat the same failure in Kabul.

Update: The military apparently won the internal debate:

And from Huffington Post’s Sam Stein:

Update: By next year, though, that number will get cut in half:

Will that be enough? Only if the native Afghan army can take up the slack, and that’s going to be a topic of some debate over the next year.

Update: The zero option will get implemented in 2016:

We’ll see. If AQ becomes as active as the Pentagon fears, that may be politically untenable, even in an election year. Olivier Knox adds an important clarification:

Okay, I’ve got to call a foul here. What sacrifices has the filthy lazy stupid rat-eared wonder made? A missed round of golf because he had to drop in on the troops to bolster his CINC image after getting caught killing scores of vets through neglect? Having to show up at Arlington a couple times a year.

Seriously, what sacrifices has Obama made? And how dare he use “we” to a group of military people who are likely to have chalked up multiple deployments to Afghanistan and Iraq. And let’s not forget those who made the ultimate sacrifice in Afghanistan- 75% of the war dead on Obama’s watch, many during that timeframe when he dithered about surging.

You can’t call Islam by the name of Al-Q forever.

You have to stay to deny Al_Q a base for planning to fly planes into buildings? Those plan makers now visit the WH with great regularity. America is greasing the tracks for Islam around the world. Americas installation of the Muslim Brotherhood failed in Egypt which was very lucky for Egypt. Threatening Nigeria with sanctions if it acted against Boko Haram is just one example of the promotion. America is now as much a danger to the world as Islam itself is. And no, that won’t change when Obamas gone, it was there before he arrived, your nation is compromised.

Of course. What’s best for Obama politically is to keep forces there until the very end of his term. He can take credit for “ending the war” at the last minute, and leave the most severe consequences to his successor. This is done with zero regard for the troops or the mission. It’s 100% political as always.

Air Forces of various countries have been making variants of that claim since before WWII. Wasn’t true then, not true now. Not likely it will ever be true–unless, by ‘cover Afghanistan from the air’ you mean that we get to watch from 20,000 feet as the Taliban swarm over the ANA after we leave.

Because if we’ve learned anything over the last decade plus, sending enough troops that they’re a target, but not enough to actually do anything concrete, and giving them a mission like “Help other country’s military to be competent somehow in some unquantifiable manner” is a great idea. Either have enough troops to just take over and basically rule the country, or just get out of there. And personally I prefer to just get out of there. We can’t fix what’s wrong with that country.

ThisIsYourBrainOnKoch on May 27, 2014 at 12:25 PM

Clueless.

The taliban turned Afghanistan into a partitioned state and then they allowed al-Qaida to train men there, including the 9/11 attackers.

I agree that we have lost our military objective (the reason why we were in Afghanistan to begin with) since 2009, and it’s for that reason that I support a drawdown. But only a blithering idiot announces a timetable.

bin Laden may be dead, but in case you missed it, al-Qaida is on the mend. And until we drill for our own oil, we still have to give a damn about what happens in the middle east.

Wanderlust on May 27, 2014 at 12:33 PM

When we invaded Afghanistan – fully 87 percent of the American public favored going to war there.

Now – support for the Afghan war has dipped below 20% … almost a complete reversal.

…So we wound up our kids … told them we were behind them and would support them through thick and thin … and we’ve reneged on that commitment. They’re the ones dying … and we, sitting on our couches watching “Duck Dynasty” and the “Kardashians” – have suddenly had our fill of it and want to quit.

And to add insult to injury – the Emperor is set to announce a full withdrawal by the end of 2016 – so he’s put a timeline out there for the Taliban to take note of. 2016 – the year the Taliban WIN the Afghan war.

Meanwhile – we will continue to expect our kids to charge Taliban positions with a broken ROE and we’ll expect them to sacrifice their lives – even though THEY KNOW it’s all in vain because our chicken-shit asses are packing up and leaving before 2017. And we know – IT WILL BE A COMPLETE LOSS – the Taliban will retake that country as soon as we’re gone. All the men and women we’ve sacrificed – IN VAIN.

Yesterday I talked about the POS politicians – but Americans deserve this criticism square in the face. If something is worth doing – it’s worth doing right. When we sent our kids into Afghanistan after 9-11 – we should have done it with the resolve to keep them there for 1,000 years if necessary – to WIN that war.

And what this will do – is serve as a lesson to future enemies … “All you have to do is wait the American’s out … hang on … they like their wars like they like their fast food – “in and out” … and if they don’t get immediate satisfaction – they’ll quit!”

Which will make life tougher for the next group of kids we send to war to fight for us – MY grandkids … YOUR grandkids.

Talk about cowards – I’ve assigned that label many times to Obama but each and every American living in this nation deserve the same infamous title.

We are a generation of cowards.

We don’t deserve these brave kids fighting for us – and at some point they’ll desert us … and we deserve that fate.

Don’t bother thanking a serviceman in an airport for his / her service – that’s just words.

What they need … is to see from us that we are actually dedicated to supporting them. They need deeds … not words.

It’s okay though – once we’ve LOST … we’ll have Hollywood make us feel better about it by making movies that “fantasize” what could have been if we had the balls as a nation to fight this through. We’ll have to find someone else to star in them though because Chuck Norris and Sylvester Stallone are too old to.

Same old story … over and over again.

Anybody who makes a distinction between Taliban and AQ … is a FOOL.

They are all the same fruit – from the same poisonous tree … ISLAM. I used to call it “Radical Islam” … but in fact – it’s the whole religion.

Time to bring them home.

It was actually time years ago, but they shouldn’t have to waste one more day in that hellhole. If our drones and satellites detect any terrorist activity, I vote for setting the entire country on fire from the sky. We tried the ‘door-to-door’ route, and that cost us thousands of our precious fellow citizens’ lives for just about zero return.

Not worth one more American life or dollar. Just end it. Stop dithering.

thats pure ignorance. just like in islam as a whole, in the taliban there are different factions..progressive moderate and conservative. the conservative ones cause the problems. the other factions actually are interested in peace and negotiating. theyre just pissed that war is reaking havoc in their country.

We should stay there until they are all dead or so tired of fighting they quit.

HondaV65 on May 27, 2014 at 12:37 PM

You either fight a war to win it or you bring ‘em home. We clearly are not in it to win it, so it is pointless. As I have stated many times, we were correct to go there in the beginning, but we waffled and caved to the stupid new set of “ROE”, hamstringing our troops. I would fully support a full on assault and invasion there, if and only if we allow our military to do what they do best: KILL THE ENEMY. Since we won’t consider doing so, I say bring them home and bomb the living crap out of them all, or simply forget about it. If we have no stomach for a real war, we have no business fighting against those who do.

bimmcorp on May 27, 2014 at 12:48 PM

Left totally unreported is the sheer strategic policy incoherence that plagues us as a nation.

We are leaving Afghanistan. Yeah, but have we accomplished our mission? If so, why haven’t we been informed? If not, why are we leaving? Has Al Qaeda been so degraded that they no longer pose a credible threat, and if that is the case why do we need anyone there at all? Have we come to some sort of diplomatic arrangement with the Taliban to preclude AQ from returning? If not, then why are we leaving? Or is this a tacit admission that AQ now has so many havens that one more in AFG really doesn’t matter? If this is the case, where is the reporting on how we effectively denied AQ country after country (I mean even Sudan (SUDAN!) kicked out OBL!) until all they had left was AFG (and Arabs don’t like Afghans) and in the course of one affirmative action presidency AQ now has it tentacles everywhere.

If we have decided that we can best pursue our objectives more effectively from a distance (after all, on-scene deployments are expensive, tend to aggravate the locals and give your casual jihadi his best shot at whacking an infidel), then will we align our domestic energy policies to alleviate potential disruptions in oil/natural gas flows out of the Middle East as Saudi Arabia and Iran grapple over the Persian Gulf? More importantly, what are our objectives in the first place?

These are difficult decision to make. Objectives must be balanced with resources and political considerations. However, does anyone think that Obama is capable of this?

(Bio note: I was a military advisor to an Afghan police unit for 9 months. You can enjoy my experience from the comfort of your own home. Step 1: Approach a wall in your home. Step 2: Ask the wall to fill out some forms. Step 3: Wait 5 minutes and then repeat your request. Step 4: Smash your head repeatedly into wall. Step 5: Go sit down and have a beer. For added realism, crank up your heater. As a bonus, go to your ATM, take out as much cash as your daily limit allows, go home and burn the money in your BBQ.)

I think this is the funniest thing I’ve seen our little e.e. cummings post yet.

There are only two types of muslims: those who [w]reak havoc, and those who quietly support them. Period.

Anyone who says differently simply does not know what taqiyya means.

I’m confused. Is training Al Qaeda terrorists considered peaceful? What about when they housed Al Qaeda fighters? Is that just peaceful charity for the homeless AK-47 wielder? What about building bombs BEFORE they explode? That’s peaceful, right?

(And yes, I know you’re a sock puppet… but these comments are so fun!)
