Are you ready for Vice President Julian Castro?

Let’s pay a little attention to O’s newest cabinet appointee, in case you missed the news this weekend.

President Obama is preparing to nominate Mayor Julián Castro of San Antonio as his new secretary of housing and urban development, elevating one of his party’s Hispanic rising stars as part of a cabinet shuffle that has possible implications for the 2016 presidential race, Democrats informed about the plans said on Saturday.

Mr. Castro, who has often been mentioned as a potential vice-presidential candidate for the Democrats, would take the place of Shaun Donovan, who is to become director of the Office of Management and Budget. That job is being vacated by Sylvia Mathews Burwell, whom Mr. Obama tapped to be secretary of health and human services and who seems headed to Senate confirmation…

Mr. Obama had tried to lure Mr. Castro to the cabinet before. After the 2012 election, the president approached the mayor about serving as transportation secretary, but Mr. Castro, whose third term ends next year, indicated that he preferred to stay in San Antonio. He also passed on the chance to run for governor of Texas this year.

To put this in context, you must must must read Byron York’s post today on what Castro does, or rather doesn’t do, as mayor of San Antonio. It’s a figurehead role, not unlike the presidency in a parliamentary system; the responsibilities of actually running the city devolve to the city manager, the de facto prime minister. Castro doesn’t even get a regular salary for being mayor. So why is a guy like that, who won’t turn 40 until this September, suddenly being elevated to lead HUD? You know why. It’s the same reason he was chosen to deliver the keynote at the 2012 Democratic convention despite there being endless numbers of more accomplished lefties who coveted the job. He’s the Platonic ideal of a major-party national candidate: Strikingly young, to appeal to twenty- and thirtysomethings; highly credentialed, with degrees from Stanford and Harvard Law; and of course Latino, which boosts the party’s chances of getting the country’s fastest-growing demographic to turn out en masse. Essentially he’s a Latino Obama, except with much less experience. If he ends up as VP in 2016, he’d be the youngest veep since Dan Quayle (who had spent eight years in the Senate by the time he was sworn in) and indisputably the one with the thinnest resume, which means, if Hillary’s health goes south, the free world could conceivably be led circa 2018 by a guy whose main qualification was a two-year sinecure atop America’s housing bureau. But look at it this way. If they’re going to have a pure identity-politics candidate at the top of the ticket, why shouldn’t they also have one at the bottom?

I thought Cory Booker had the inside track to be Hillary’s VP, just because Democrats are nervous that black voters won’t show up in 2016 in the same numbers they did in 2008 and 2012 without a black candidate on the ticket. Looks like instead they’re going to try to goose Latino turnout, which makes sense: If black turnout falls, Latinos could be a hedge against that, and if black turnout doesn’t fall, higher Latino turnout will expand Democrats’ advantage at the polls. Besides, with both Obama and Bill Clinton campaigning for the ticket, Dems may conclude (rightly) that the Obama coalition is sturdier than everyone expects. As for the GOP, Castro’s emergence carries two important consequences. One: It’s now a mortal lock that either the top or the bottom of the Republican ticket in 2016 will feature a Latino candidate, almost certainly either Marco Rubio or Susana Martinez. (Cruz is too scary to establishment Republicans.) Before Castro, I bet some GOP leaders thought it might suffice to nominate Jeb Bush in the name of appealing to Latino voters. Not anymore. You’ve got a veep shortlist of two now, unless Rubio wins the nomination himself.

Two: This intensifies the pressure on Republicans to pass amnesty before 2016, to the point where I wonder if O deliberately timed the Castro appointment for a moment when Boehner’s at a fork in the road on immigration reform. Beltway Republicans have spent nearly 18 months talking themselves into believing that, without amnesty, they’re DOA among Latinos and thus DOA in the entire presidential election in 2016. If they’re already that nervous about being outpandered, they’re certainly not going to sit by and do nothing on immigration reform while Democrats groom a charismatic Latino candidate for the ticket. That doesn’t mean Boehner will move a bill this summer but it certainly means he’ll move something in the lame-duck or next year. Frankly, Obama’s showy move on Castro might even have bought the Speaker a few votes among wary Republicans in the House. They know what game Democrats are playing here; the more the other party does to woo Latino voters, the more GOP fencesitters will feel obliged to keep up. It’s a smart move by O, even if Castro doesn’t end up on the ticket after all.

They know what game Democrats are playing here; the more the other party does to woo Latino voters, the more GOP fencesitters will feel obliged to keep up. It’s a smart move by O, even if Castro doesn’t end up on the ticket after all.

How much more do the Dems gain, though, by having this guy sent to HUD? Haven’t they already banked the votes of those that would care about such a thing?

It might be Warren/Castro on their ’16 ticket, if Clinton doesn’t run. Unless they can find a black female lesbian atheist to run at the top…that’d pretty much be the demo sweet spot, huh?

The San Antonio mayoral situation is not the usual one. It is largely a ceremonial office. The City Manager makes $350,000. Castro makes $4,000. He isn’t really responsible for anything but smiling and glad handling.

Fact of the matter is that Cruz isn’t too scary for the establishment GOP, he is too scary for liberal Northeastern “conservatives” like Allah who apart from some common ground on fiscal responsibilty and national security are social liberals who detest traditional values like marriage, family, and pro-life as election issues.

Passing Amnesty won’t help Republicans in 2016, or ever. 48% of Hispanics are on welfare. That’s the baseline minimum of Hispanic Democrat support – 48%. Then you have another 20% or so that also agree with totalitarianism/Democrat policies, so it’s like 70% of Hispanics that support Democrats. If we pass Amnesty we are royally fluked!

Yeah, I’m hallucinating that the GOP establishment, which is bought and sold by the business lobby and is terrified of more shutdowns, is skittish about Ted “Defund” Cruz. If Cruz ends up running and does well in Iowa, the donor class and other establishment heroes will close ranks around some centrist in order to stop him. Watch and see.

This is complete baloney. Beltway GOPs are corrupt, not dumb: They’re pushing amnesty because their donors want cheap labor, not because they really think it will win them Latino votes. If the pro and anti-amnesty sides had equal money, GOP support for amnesty would be almost zero.

It was less than worthless experience, the meme went.

San Antonio, the second-largest city in Texas and seventh-largest in the nation, has a council-manager-weak mayor form of government. The manager runs the city. “The office of the city manager serves as the focal point for the executive leadership and direction of the city organization,” says the website of San Antonio City Manager Sheryl Sculley. The site says Sculley, in office seven years, has “appointed executive leadership, reorganized city departments, streamlined city business systems, improved customer service and elevated the professionalism of city management.” Sculley makes $355,000 a year, one of the highest salaries for a local office in Texas.

The office of mayor carries with it no executive authority.

The mayor gets paid far less money than the city manager.

Castro was hustled up as the DNC speaker in 2012 because of Ted Cruz’s primary win over Dewhurst in the Texas Senate runoff, and the fact that the GOP currently has far more high-profile elected officials in office elected statewide (aside from Cruz, you’ve got Rubio in Florida at the Senate level and Martinez in New Mexico and Sandoval in Nevada at the gubernatorial level). Normally, the Dems would have gone with ex-Los Angeles mayor Tony Villaraigosa, but his record in office and personal life are such a mess even the Dems wouldn’t touch it.

The problem for Castro is while San Antonio has grown into Texas’ second biggest city in recent years, both population and economy-wise, The driving force has been the oil fracking boom in the Eagle Ford shale zone just south of the city (to the point that Sunday’s San Antonio Express-News not only had stories about Julian’s D.C. future, but also one on how the southeastern part of Bexar County is trending Republican). You can’t be a successful national Democratic politician and say anything nice about fracking, and you can’t be a successful Democratic pol in Texas and treat it like the bi-coastal liberal environmentalists. If Julian chooses national power over being relevant in Texas, he could set the state’s Democratic Party even further back than it already is.

Posted this elsewhere, but there are some things about Castro that could look bad.

He may not be that bright. He admits that he benefited from affirmative action, with an SAT score in the 1200s.

He also has close ties to Henry Cisneros, who had a similar background (youngest man ever elected to the San Antonio city council, mayor, HUD Secretary) and some prominent scandals. Cisneros plead guilty to 28 charges of bank fraud, conspiracy to commit bank fraud and obstruction of justice, and was given one of Clinton’s midnight pardons.

Castro had lunch with Cisneros and Bill Clinton recently, along with Spurs coach Gregg Popovich.

Being a friend of a friend of Bill probably helps Castro be Clinton’s running mate, but it would also give Republicans some new lines of attack.

Castro is a petite, scared little politician. I live in San Antonio and he is NOTHING to be impressed by. However, he has massive support in a city that is 70% hispanic. He also has an identical twin brother, and they are truly identical. So much so that he sent his brother to appear in a parade in his place. I know for a fact that he is timid when it comes to big speeches, and he does not speak Spanish. His mother is a radical la Raza supporter, too.

BUT,

None of this matters in today’s America. We were fooled by a charismatic junior senator that the press drooled over. Today with the progressives falling all over themselves to support illegal aliens they will jump onboard this tiny little bandwagon and do everything they can to make him out to be the second coming of Obama. Smart San Antonians are tired of his crap, he has not left a good image at home, which is probably one of the reasons he is accepting the HUD appointment. He wants to get out of Dodge while he can. He is NOT worthy of the White House, but neither was Obama.

Besides does it really matter anymore? Elections today are more like selecting a prom king than an important leader. It is truly sad.

Andrew Cuomo also thought running HUD was his ticket to a VP slot. We see how well that worked out. Sure didn’t do much for the last great Latino mayor of San Antonio either.

HUD is the graveyard of ambitious politicians. It probably hurt more than helped Jack Kemp, as a major scandal unraveled after he took over. The place is ungovernable, there are too many crooks chasing easy money from FHA loans to public housing renovation grants.

Obama did young Mr. Castro no favors here.

The San Antonio mayoral situation is not the usual one. It is largely a ceremonial office. The City Manager makes $350,000. Castro makes $4,000. He isn’t really responsible for anything but smiling and glad handing.

Cruz isn’t nearly as dead a candidate as Allahpundit keeps posting. Fact of the matter is that Cruz isn’t too scary for the establishment GOP, he is too scary for liberal Northeastern “conservatives” like Allah who apart from some common ground on fiscal responsibilty and national security are social liberals who detest traditional values like marriage, family, and pro-life as election issues.

Yeah, I’m hallucinating that the GOP establishment, which is bought and sold by the business lobby and is terrified of more shutdowns, is skittish about Ted “Defund” Cruz. If Cruz ends up running and does well in Iowa, the donor class and other establishment heroes will close ranks around some centrist in order to stop him. Watch and see.
