Mission almost accomplished-ish: White House says ObamaCare has reached six million sign-ups

posted at 3:21 pm on March 27, 2014 by Allahpundit

So that’s why they decided to extend the enrollment deadline past March 31st for people who are already “waiting in line” or whatever. Megan McArdle was wondering about that yesterday: Why, having hit five million enrollments just 10 days ago and with the website working reasonably well, would the White House suddenly feel obliged to give people even more time? What do they gain from it? I think this is the answer. They’re now within striking distance of hitting their original target of seven million for the first year, averaging fully 100,000 new sign-ups per day over the last 10 days as the deadline approaches. (They’re at 1.8 million for this month alone.) That number is meaningless on its own terms but it’s a juicy talking point for Senate Democrats who are desperate for good news about the law to mention when they’re challenged on it by voters. “We promised you seven million and we made it. The law’s a success. America loves ObamaCare.

As this historic open enrollment period enters its final days, more than 6 million Americans have signed up for coverage through the Health Insurance Marketplaces since October 1, thanks to the Affordable Care Act. Those looking to get covered before the March 31st deadline still have time by visiting HealthCare.gov or by phone at 1-800-318-2596/TTY 1-855-889-4325. You can also find help in your community at localhelp.healthcare.gov…

A nonprofit worker from New Jersey, a theater artist from Chicago, IL, and an opera singer from Austin, TX are all among the millions of Americans now enjoying the peace of mind and security that comes with quality, affordable health coverage. You can find their stories and more here on HHS.gov.

Consumers like these are coming in near record numbers to check out their options for affordable health coverage at HealthCare.gov or seeking help from a trained assister in person or via our 24/7 call center. We are seeing near record numbers of consumers coming to check out their options and enroll in coverage. Yesterday alone, we had 1.5 million visits to HealthCare.gov and took more than 430,000 calls at our 24/7 call center.

Sebelius pops the social-media champagne:

Meanwhile, back in reality, not even reliably lefty outfits like HuffPo can paper over the problems with how HHS is counting “sign-ups”:

The number does not distinguish between individuals who have chosen a health care plan and have paid their first month’s premium, and those who have not — which has been estimated to be around 20 percent of those who have signed up.

The numbers also don’t include individuals who have enrolled in Medicaid, which was expanded in many states to individuals who earn up to 133 percent of the poverty level. They also don’t count those who have purchased insurance directly from a private insurance company but will be included in the overall risk pool.

Right. They also don’t specify how many of these six million were uninsured before and how many are simply replacing coverage that ObamaCare forced their old insurer to cancel. Nor do they specify the crucially important demographic mix of enrollees. How many of the six million are “young invincibles” and how many have preexisting conditions? McArdle’s theory yesterday about why HHS extended the deadline for a few more weeks is that they know they don’t have enough young adults to keep premiums as low as they want them to be and so they’re holding the door open in hopes of squeezing a few more through. That’s also why the White House is now posting ObamaCare-related GIFs on, er, BuzzFeed.

Likewise, as far as I know, the new numbers do include people who’ve placed a plan in their virtual shopping cart on Healthcare.gov but who haven’t pulled the trigger and actually purchased it. That policy dates back to last year, when the White House was desperate for good news about enrollments so they decided to treat “sign-ups” as people who’ve reached merely the next to last stage of the purchase process. All of which means that not only might this large risk pool nonetheless be toxically skewed towards people in comparatively poor health, but the numbers that HHS is handing out here almost certainly overstate the actual number of enrollees by hundreds of thousands (or even a million or more) people. Show of hands: If all of the withheld data was actually good news for the White House — a healthy risk pool, 99+ percent payment, few bogus “shopping cart” sign-ups — who thinks Sebelius wouldn’t be extremely eager to let you know that?

Jay Carney’s going to spend his afternoon sneering at the law’s critics. I suggest you use your time to read this Bob Laszewski post about the very real risk of double-digit premium hikes to many exchange plans next year, which will mean night-night for ObamaCare.

Update: Yep, this would count under the “shopping cart” policy:

White House says ObamaCare has reached six million sign-ups

Prove it, liars.

Yeah, sure they did. LOLOLOLOLOL.

Rational Thought on March 27, 2014 at 3:25 PM

Like the unemployment figure they wanted before the election, rest assured, they will ‘hit’ the target number, however they have to, even if it means cooking the books, making crap up, etc.

Don’t be surprised. Sebelius can’t say how many they have, but they can definitively claim they just hit 6million, and will soon hit 7million?

Yeah, right.

Midas on March 27, 2014 at 3:27 PM

How many of them are the targets of the legislation, the previously uninsured, and how many are those that have been forced into these policies because of cancelled coverages?

itsspideyman on March 27, 2014 at 3:27 PM

Is that a win? If everyone is to be covered then we’ll be here for a while.

Or wait is that supposed to be the uninsured that are now getting covered, but what about the people that lost their plans and the ones who eventually will (which will be everyone) and isn’t this the beginning of single payer when everyone is eventually kicked off their plans?

???

kim roy on March 27, 2014 at 3:31 PM

6 million ? What about the rest ? You know the 40-45 million who had no healthcare and were dying on the streets , on the hour every hour in 2008 ?
Wasn’t it because of these 50 million poor people that ObamaCAIR had to be rushed ?
How many people still need to die on the streets now that ObamaCAIR is here ?

These people really are dumber than rocks.

The fake number is 100% irrelevant. What matter is the demographic makeup of the pool and the number of people who actually PAY.

And if they claim now that 10 million people signed up and they are all healthy, that really doesn’t have any bearing on how much premiums skyrocket when the ACTUAL number falls short of the required 7 million AND too many of them are in poor health.

Because what ACTUALLY matters is how ridiculously unaffordable insurance is under Obamacare. Making baseless claims of signups is not going to affect that one bit.

You’d think these morons would have a couple brain cells they could rub together and figure that out. Is it worse to accept that things aren’t going well now and take appropriate action, or would it be worse to pretend things are great only for them to go to hell in August ?

I bet Kay Hagan can answer that question for you.

How many are duplicates, having “placed a plan in their shopping cart” more than once, twice, … 2 dozen times?

Also, I’m sure the number includes spouses and children, which is fine in itself, but I don’t think it was included in their original goal.

I hope the good guys emphasize loud and clear: “OK, with the supposed 6-7 millions ‘sign-ups,’ there is no evidence that more people have insurance today than they did a year ago; it might even be less. And if you think more are insured now than then, show us the (pathetic) numbers.”

Fudging this number is nothing but a PR stunt. If the insurance companies aren’t getting the young, healthies signing up and in the kinds of enrollment figures they’ll need in order to turn a profit, then we’ll know soon enough when premiums for 2015 go through the roof. What will Obama and the Dems do then? Try to delay the premium hike by secretly bailing out the insurers under the table? Actually come to think of it, they probably will try a stunt like that.

MichaelGabriel on March 27, 2014 at 4:12 PM

In Minnesota, existing medical assistance recipients, on various state, legislatively and executively approved programs, are being converted to MNSure (Obamacare) This is being done without enrollment or permission from the recipients themselves. I have this directly, in writing, from a medical assistance case worker.

They are gutting the existing state programs and converting to MNSure without any legislative act that I can find.

Also, WH creatures have an estimated 1/3 to 1/2 faked Twitter followers. Why would we not think these are imaginary enrollees? No data. Bollocks.

Here’s where the boost came from: Obamacare Navigators Helping People Enroll At Mexican Consulates

FTA: “Whether they’re Mexican nationals or whether they’re United States citizens or whether they’re in transition– and if they’re there it is our responsibility within all of America to educate on the Affordable Care Act,” Enroll America Field Organizer Jose Medrano told Breitbart News on Wednesday.

slickwillie2001 on March 27, 2014 at 4:38 PM

About 10 days – 2 weeks ago, I predicted that this feckless and mendacious Administration would be announcing on the 31st that they had achieved 6.4 million ‘enrollments’ and that they would hit their target of 7 million if they only had another 4 days.

I also predicted that this number would be completely and utterly fabricated – a lie in order to declare an Obamacare victory that was fundamentally little different from the other lies told by this Administration regarding the unemployment rate, the GDP, and pretty much everything else that they say.

This announcement of ‘hitting’ six million is little more than a confirmation that this is exactly what this lying Administration is going to do – particularly with the 2 week extension to the enrollment period that Nurse Ratched was saying just a few weeks ago they lacked the statutory authority to extend.

The sycophants in the ‘Ministry of Truth’, of course, will take the Administration’s numbers at face value. They tout and shill the ‘success’ and start talking about how it’s success will lessen the GOP’s ability to use the EpicClusterFark as a midterm issue to pound the Democrats because there is no there there.

Yet with all of those lies – the simple fact will remain… the EpicClusterFark will remain an EpicClusterFark in terms of something intended to ‘fix’ healthcare. It’s only ‘success’ will come from seizing and destroying 1/6th of the national economy.

And to think – this 6 million doesn’t include the millions more elderly who now have medicare, the millions more youth who are now covered on their parents’ plans, and the millions more underinsured who now have real insurance.

What an historically amazing success story this is turning out to be. Congrats, Obama!

everdiso on March 27, 2014 at 5:03 PM

Honestly any statistic that comes out of this Administration has been folded, spindled and mutilated beyond belief. Since it was revealed that the unemployment numbers were doctored just before the elections, I cant take any thing that comes from Obama as truth. They have been caught lying and just plain making up numbers too many times now.

First it was passing the law would provide insurance to the estimated 30 Million people without Health Insurance or dropped due to pre-existing conditions in the Country. After the law was passed and CBO said there would still be ~15 million uninsured they claimed they never said that and some people would still be uninsured even after the law passed.

Second it was motorizing the goal posts in claiming they never said they needed 7 million people to sign up. That was a CBO estimate and the Administration claimed they never said they needed that number. Now that they may or may not be approaching that number, it is back on the plate as a sign of success. That sort of head spin should be reserved for movies like the Exorcist.

Third the ever changing definition(s) of how many signed up for insurance or how many previously uninsured have now been covered. From 1 January of this year, those numbers have constantly morphed into pure gibberish.

Fourth, the Administration leaves out the one metric that they can trot out and show just how darned good this law has been for Average Joe, but for some reason, they are not tracking that number. HHS can’t tell us how many previously uninsured are now covered under Obamacare. Unbelievably that data point was not included into any program the Government commissioned into it’s very own Health Care website.

Or was it and the Administration dare not reveal how bad that number is?

Johnnyreb on March 27, 2014 at 5:08 PM

everdiso on March 27, 2014 at 5:17 PM

And how many of those 7 million sign-ups are illegal aliens, who are going to be getting their Obamacare policies paid for by U.S. taxpayers? We know Obama’s HHS has been recruiting Obamacare sign-ups heavily in Mexican consulates. But that makes sense, right, since we can never run out of money or have too much public debt, according to the left. So we might as well pay for millions of poor Mexicans’ health insurance, just like we’re already paying for millions of poor Mexicans’ food, housing, schooling, etc.

Those middle-class Americans who are struggling to make their budgets cover rising food and energy costs aren’t going to mind paying double or triple for their health insurance so that illegal aliens can get what the Dim politicians promised them, right?

AZCoyote on March 27, 2014 at 5:19 PM

“We promised you seven million and we made it. The law’s a success. America loves ObamaCare.”

So SIX MILLION lost the coverage they had….and had to move over to ObamaCare or NOTHING.

Figure most of that “seven million” came from the original 6 million.

That means Obama and company have managed to sign up ONE MILLION of the 34 MILLION who they claimed lacked any coverage at a cost of over ONE TRILLION for 10 years.

Or is this math to simple for them to understand?

Yes, government is so good at getting things done that some state exchanges have not had a single online enrollment processed in six months from launch, the federal site still does not have its back end off the ground, and the individual mandate, employer mandate, and enrollment deadlines have all been delayed numerous times. But I guess “delay” and “done” are the same in your book.

….there’s a DailyKos blogger who’s been tracking Obamacare signup reports by state and has assembled it all into one state. He predicted that the Admin would announce 6 million today, before it actually did so.

Again, caveat emptor:

it all into one state place.

If any of you believe ANY number that comes out of this regime, you are the BIGGEST IDIOT ON EARTH.

The regime has no clue how many have signed up, no clue how many have paid, no clue how many people are STILL uninsured, and have to run things “on the honor system”. As if any Dim has the slightest inkling of what HONOR even is.

Meople on March 27, 2014 at 5:37 PM

You guys are actually still believing that lie about millions losing insurance, eh?

That’s pretty funny.

Prove that absolutely NO ONE has lost their pre-existing health insurance after JiziahCair became operational.

burrata on March 27, 2014 at 5:44 PM

more than 6 million Americans have signed up for coverage through the Health Insurance Marketplaces

Not only that, we can keep our plans and doctors! AND our premiums have been slashed by $2500!

…oh wait.

Oxymoron on March 27, 2014 at 5:46 PM

Directly related, but some will see as O/T. We know the truth about The ACA, it will become another unfunded liability like Social Security and Medicare. The revenues , via health insurance premiums from the healthy; will never come close to cover the health care needs of the old, sick, poor and such. The business assumptions that The ACA were built on are fantasy.

I could go on forever, but I will get to my O/T point. I am a tough old bird, but I woke up this morning with my face down in the eggs and going to take woody’s advice…….it’s time to put out the fire/call in the dogs/and head on back to Bowlegs.

H/T to The Nitty Gritty Dirt Band and goodnight folks.

What great news for the country. Millions more now insured. Proof that government can still get things done in these days of petty partisan ship.

And to think – this 6 million doesn’t include the millions more elderly who now have medicare, the millions more youth who are now covered on their parents’ plans, and the millions more underinsured who now have real insurance.

What an historically amazing success story this is turning out to be. Congrats, Obama!

everditzo on March 27, 2014 at 5:03 PM

Millions more insured? Not necessarily, around 90% of piece-of-crap Obamacare signups are people simply rolling over their 2013 plan.

Millions more elderly who now have medicare? The piece-of-crap Obamacare has very little to do with Medicare.

Millions more underinsured who now have real insurance? Not really; as ‘millions’ are finding out, the piece-of-crap Obamacare is substandard insurance, with daunting deductibles, lousy networks, severely restricted prescription drug lists, and huge monthly premiums.

Amazing success story? I guess that’s why Democratics up for election are running as far as they can from the piece-of-crap Obamacare.

applicants signed up multiple times; just like they vote.

Also, I would like to know how many have paid?

Obamacare has nothing to do with Medicare, never did. Nice try though because some people might believe you on that one.

Obamacare did nothing to change underinsured. You and the MSM/Obama/HHS just made that up to counter the millions losing their Health Insurance after Obamacare was passed. Until about 5-6 million people lost their insurance due to Obamacare, the words underinsured or junk insurance were never uttered once in regards to the ACA, not one single time. That phenomena did not start until late November. Nice try again though. Motorizing the goal posts is a tough and thankless job.

Obamacare did nothing to insure the uninsured. CBO estimates there are about the same number (or slightly more) people uninsured after the passage and the haphazard sort of implementation of Obamacare. It is hard to tell because the Administration and HHS refuse to release any numbers to the CBO.

Apparently the Associate Press is in on it too

They say at least 4.7 million Americans have lost insurance due to ObamaCare. And that’s only based on the 30 states that are keeping track.

So it’s like more like 6-7 million.

Chuck Schick on March 27, 2014 at 6:10 PM

And how many of those 7 million sign-ups are illegal aliens, who are going to be getting their Obamacare policies paid for by U.S. taxpayers? We know Obama’s HHS has been recruiting Obamacare sign-ups heavily in Mexican consulates.

AZCoyote on March 27, 2014 at 5:19 PM

That they have…

“Whether they’re Mexican nationals or whether they’re United States citizens or whether they’re in transition– and if they’re there it is our responsibility within all of America to educate on the Affordable Care Act,” Enroll America Field Organizer Jose Medrano told Breitbart News on Wednesday.

Health Care insurance navigator groups hosted an Obamacare enrollment fair on Tuesday in the Mexican Consulate’s Brownsville office, The Rio Grande Guardian reported last Friday, where Mexican nationals among others were counseled about enrolling in the ACA.

Under the Affordable Care Act (ACA), undocumented immigrants aren’t supposed to be receiving government-run health benefits or subsidized coverage.

Here in CA, Covered California is also aggressively seeking to enroll illegal immigrants in the state exchange.

Joe Wilson’s, ‘You Lie’ comment has been vindicated.

I have a question, or two. Has anyone ever asked why 7 million is the magic number? Is it the amount you would need to keep the thing afloat? 7 million accomplishes what compared to 6 or 5 or 20 or 30? It sounds to me like it’s a figure someone in the administration just pulled out of his or her arse without explaining its significance. And given how they’ve lied about everything, why should anyone trust the figures or their relevance?

CBO scored the Health Pool self sustaining number at ~7 million and the Administration accepted and flaunted that Number as their goal last Summer then backed off when it became apparent they would not come close. That assumes a standard cross section of healthy and less than healthy adults which has not occurred.

Here in Kentucky about 75% of all new enrollees have been steered to Medicaid, not paying health insurance plans. There is some argument on what that number actually means though.

There are large parts of Kentucky where people have never had health insurance and do not go to see doctors in their entire lives, so it is hard to tell anything from the signups here. Kentucky had/has teams of people visiting these rural areas to get people to signup but their success has been varied and spotty and some were met with near hostility.

No one here is quite sure how many of those people who signed up for Medicaid might have been already eligible and just had not signed up. It is very confusing on the State level let alone for the Feds. And to have HHS touting they are at 6 million new signups and climbing is utter nonsense.

Aer they going to throw a party after forcing people under penalty of law to enroll in something?

1)Nearly 40 percent of Washington Obamacare enrollees haven’t paid

2) Just 53 percent of ND Obamacare sign-ups have paid first month’s premium

3)Report: 15-20 percent of Obamacare enrollees have not paid

You understand if you have not paid–you don’t have insurance?

— AND——

McKinsey: Only 14% Of Obamacare Exchange Sign-Ups Are Previously Uninsured Enrollees

What is that One million people? All this for one million?????

EVEN if Obamacare worked perfectly…there still would be 30,000,000 uninsured.
