Open thread: House to vote on Boehner/Ryan budget deal soon; Update: 332-94; Update: Boehner votes yes

posted at 5:05 pm on December 12, 2013 by Allahpundit

Stupid me, I thought there was a tiny chance that the grassroots backlash to the bill early yesterday would make today’s vote a cliffhanger. Nope:

After conducting a series of closed-door briefings and polling members during a late-afternoon vote, GOP leadership aides confidently predicted that the deal struck between House Budget Committee Chairman Paul Ryan (R-Wis.) and Senate Budget Committee Chairman Patty Murray (D-Wash.) would sail through the House when it comes to a vote Thursday.

The moment seemed to mark a potentially significant shift by House Republicans away from the uncompromising confrontation of recent years and toward a determined era of more functional governance. After multiple standoffs and threatened defaults and one actual shutdown, polls show that the Republican brand has been badly damaged among voters, and even some of the most conservative Republicans said they were ready for a breather.

“That’s the only reason” to vote for the budget deal — “to calm things down,” said Rep. Cynthia M. Lummis (R-Wyo.), who said she was undecided about the measure. “To reset the debate is a great way to describe it.”

That’s one of the mysteries of today’s vote: Is it a harbinger of a more sustained turn towards centrism or a low-stakes sui generis vote to get out of town before Christmas? The other mystery is how many Republicans will end up voting for it. Pelosi’s backing the bill on the theory that it’s time to — no joke — “embrace the suck,” which is as solid a motto for American government in the age of Hopenchange that you’ll ever hear. But the fact that House Democrats are on board doesn’t mean a majority of the GOP caucus will go along. Will they, or is this yet another violation of the Hastert Rule? The answer:

I’ll update with a link to the roll as soon as it’s up. While we wait, read Erick Erickson speculating that Boehner’s throwing roundhouses now at conservative PACs in order to prepare the ground for the new amnesty push to come next year. That is indeed coming, no doubt, but I don’t see how it benefits him or the centrists to take an “us vs. them” posture with righties before the primaries. Better to lie low for now, be conciliatory (“yeah, this deal’s bad, but things’ll be different in 2015″), and then sandbag border hawks with an amnesty deal after primary season is over. All he’s doing by ramming a bad budget deal down their throats now is giving them extra motivation to seek revenge. And there’d be no sweeter revenge than thwarting a sellout on amnesty.

Update: A big win for Boehner and Ryan. The vast majority of the caucus hung with them.

No roll yet, but it’s coming.

Update: As promised, here’s the roll.

Update: Good catch. Typically the Speaker doesn’t vote unless his/her vote is absolutely necessary.

I am more conservative than you but I am also realist… You simply cannot win a budget fight by controlling the House alone… It is impossible… Live with reality…

Oh I am a newly minted realist we couldn’t win budget fights to change things structurally when we had all three corners.

John McCain made sure of that.

See you in November.

Reality is that you have to give the Democrats what they want unless you control both houses of congress and the presidency? Why don’t Democrats have to bend to this “reality?” Why does it only apply to Republicans?

Yeah, kinda…the military bases have to be located somewhere and of course when BRAC comes around these Congressmen are definitely going to fight to keep their bases open in their states. To me, the overall national defense structure is the most important thing.

Closing a base is economically devastating to an area, and I’ve long viewed military bases as being a de facto form of “wealth redistribution” for that area. But any government project can be viewed that way. Money goes from the nation’s taxpayers and it gets concentrated in a few areas.

Be that as it may, I cringe every time they even mention closing a military installation, and I don’t live near any.

AllahsNippleHair on December 12, 2013 at 7:30 PM

Honestly, I think that our military could go on a major diet! The proportion of dollars spent staffers and administrators in proportion to the amount going to weapons systems and actual warriors would be shocking to most people if they knew. Unfortunately, the GOP is as guilty of using the military as a pork barrel and jobs program as the Donkeys are in using social or green energy programs. Same game, different departments.

MJBrutus on December 12, 2013 at 7:08 PM

You bet the military could use a huge cut. I live among them. Defense contractors make boatloads of taxpayer $$$…and it’s both parties. Defense contract lobbyists crawl all over the hill lining pols’ pockets daily. We just wasted a half a billion dollars on a ‘fighter jet’…give me a break.

Oh, that’s simple, if they controlled the Senate, too, then they’d say that they can’t win a budget fight with only the House and Senate, they need the White House, too! And then if they win the House, Senate and the WH, they’ll say that now they have too much to lose and they can’t risk a fight on the budget or else they’ll lose power. Instead, they’ll prove that they are better stewards of big-gov than the Democrats and increase the size and scope of government to buy voters and pay off their cronies same way the Democrats have done, and just like the GOP did the last time they controlled the government. And the crony status quo will continue ever onward until we go there and put an end to it the old fashioned way.

My fundamental issue is that Boehner never was, not will he ever be a “leader”.

Under Boehner We’ve watched the debt skyrocket in a historic way. We’ve watch out of control spending run unabated.

Under Boehner, we’ve watched the party move from a cultivator of ideas and plans, to that of an opportunistic political denizen who speaks ad nauseum about how bad the other guy is. He’s given voters a choice of two evils, instead of one.

Under Boehner, we’ve watched the party disintegrate into factions who turn on each other. We’ve watch organizations that have funded party members and help articulate ideals, in a way the party never could, become the enemy. We divorced our funding sources and core voters from the party.

In short, we divided the party into pieces that will never win. When you destroy your base, by definition you destroy your chances of success.

Now instead if supporting businesses in capitalistic ways, we are about to bow to their demand for illegal labor and a lawless process that will destroy the fabric of our country as it has destroyed out communities.

No Boehner is not a “leader” at all. He is quite the opposite and the party is lesser because of it.

Marcus Traianus on December 12, 2013 at 8:27 PM

Yeah, we didn’t get the budget deal we wanted. It just wasn’t going to happen. I get that. But the thing that bothers me the most about all of this are Boehner’s attacks on Conservatives. I’ll can’t let that go.

History of moderate candidates in my lifetime:

1980: A Republican loses big in the primaries to Ronald Reagan, then goes 3rd party against Reagan, and STILL loses, while Reagan offers an olive branch to his only really legitimate competitor, George H.W. Bush.

1988: George H.W. Bush sailed into office on the strength of his tenure as Reagan’s VP

1992: Combining Bush 41′s infamous “read my lips: no new taxes” pledge and the Perot 3rd party spoiler than fully 60% of self-identifying conservatives did not want, Bush rolls to a defeat against William Jefferson Blythe-Clinton despite the fact that Clinton only got 43% of the popular vote

1996: Bob Dole runs a lackluster campaign against Bill Clinton, and although Clinton does slightly better in the popular vote totals, Clinton still does not breach 48% — and wins anyway.

2000: In what the media casts as a referendum on Clinton’s two terms, after impeachment proceedings, and despite at least one credible rape allegation from Juanita Broaddrick, George W. Bush only narrowly won with one state’s electoral wranglings being in play for almost one month after the election. The Supreme Court of the United States of America was finally allowed to intervene, contra the advice of some of the more entrenched members of Bush’s campaign team.

2008: John McCain paired with Sarah Palin, in what some GOP voters saw as a cynical ploy to court voters nationally that McCain never wooed during any of his Senate runs. Exit polling suggested that Palin may have helped McCain somewhat, but not enough to prevent a decisive loss to Barack Hussein Soetoro-Obama, a loss which allowed Obama to continue the statist policies of his congressional predecessors.

2012: Mitt Romney. Romneycare. Massachusetts. Obama’s second term. ‘Nuff said.

gryphon202 on December 12, 2013 at 8:34 PM

Awesome…until the National Labor Relations Board gets wind of it.

That reminds me – how’s that cave on the NLRB working out for you, Mitch?

Utopia denied for now, or at least until the NTSB decides that planes MUST be built in Washington for “safety” reasons.

Bishop on December 12, 2013 at 8:39 PM

My congressman voted nay? Wow. I’ll be calling his office tomorrow to say thanks.

annoyinglittletwerp on December 12, 2013 at 8:39 PM

Damn you, Egg Man.

Bishop on December 12, 2013 at 8:39 PM

They are all Marxists now except for a few up in Washington. This will eventually not end well.

bgibbs1000 on December 12, 2013 at 8:40 PM

I went 1 for 2, Bachmann voted no but neighboring “conservative” Kline voted yes.

The red zone shrinks.

Bishop on December 12, 2013 at 8:41 PM

If Boeing is wise they’ll fly South and avoid the union shakedowns.

What base? Us purist?

You can read here the compromise crowd. Mnjg,

They don’t fight on principle. They don’t even get voted for. But they follow the script.

They just keep giving up. And blaming us for not giving up as well.

It won’t end well.

wolly4321 on December 12, 2013 at 8:47 PM

The establishment GOP is an enemy of the conservative base.

David Blue on December 12, 2013 at 7:54 PM

Only since forever, though. It’s not like it’s been a long time, after all.

Can I help it 56k just made it to Minnesota? :-)

Seriously, great minds think alike.

Steve Eggleston on December 12, 2013 at 8:48 PM

Yeah, we didn’t get the budget deal we wanted. It just wasn’t going to happen. I get that. But the thing that bothers me the most about all of this are Boehner’s attacks on Conservatives. I can’t let that go.

I think that speaks for most of us, here.

Steve Eggleston on December 12, 2013 at 8:49 PM

Hi. You’ve reached the voicemail of Bishop. I’m sorry, but I’m busy financing your replacement. If you’re hard up for money, call George Soros at 1-800-F1UCK-YO.

Steve Eggleston on December 12, 2013 at 6:39 PM

Just caught this now, pretty sweet. I’m actually going to keep this and paraphrase it live when they call.

Bishop on December 12, 2013 at 8:50 PM

And tell us what you’d do differently in order to win a budget fight if we controlled the House AND the Senate?

blink on December 12, 2013 at 7:30 PM

He’d do what they did in 2003 – pass two liberal dream items with a slightly-conservative bent.

I saw 5 Texans on the ‘nay’ list that I know of(Texas has a lot of congressmen and I don’t know all their names)-but the important one was Neugebauer.
Good job, Randy. keep it up.

annoyinglittletwerp on December 12, 2013 at 8:56 PM

The stench of sweat. Days old stench. Like that of a ditch digger. Sweat boy, sweat.

Bmore on December 12, 2013 at 9:00 PM

…. in addition to already having Boeing for space tech for decades there and missiles in Jasper and probably Decatur, too.

viking01 on December 12, 2013 at 9:01 PM

Yep, he’s running up the score by voting himself…this his the pre-amnesty dickdance.

He now thinks the tea party is dead and he can go ahead with amnesty…wow, he’s going full Democrat-light…just like the Tories in Britain did with Cameron. The blowback is going to be fierce…this is a huge mistake
